Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

There are two methods of determining compensation for employees. For a majority of the staff, the President of CESER's Board, a non-salaried position, reviews the salaries and determines the annual salary of most employees at the beginning of the calendar year. The president is provided with salary comparisons of related jobs in the industry (usually the Federal General Schedule and an independent analysis/salary survey by a compensation firm). The president may consult other Board members at his/her discretion. Other staff members work for a subset of CESER, the Information Technology Support Center (ITSC). ITSC staff have their compensation determined by the ITSC Steering Committee (ITSC STCO). ITSC STCO manages and determines grant and project funding for a majority of the projects for CESER. The president of the Board reviews the ITSC staff salaries but has no input to the salary level. The president of the Board determines the bonuses for all staff with suggestions provided by the Executive Director.

OTHER PROGRAM SERVICES 4: New York Contract Integrity Center:The mission of the Organizations UI Integrity Center is to support the development, implementation, and promotion of innovative program integrity strategies and tools to prevent and reduce improper payments, detect and deter fraud, develop a secure method to alert states quickly to new fraud schemes, develop and deliver training on fraud solutions and integrity strategies to increase staff capacity, and share promising practices for state integrity activities among states. The New York State Department of Labor has a contractual arrangement with the Organization to establish the Organization as the lead organization responsible for the operation of the New York Contract Integrity Center. OTHER PROGRAM SERVICES 5: Mississippi, Rhode Island, and Maine Unemployment Insurance Information Technology Modernization Consortium (MRM):Rhode Island and Maine are adapting the newly modernized Mississippi (MS) UI IT system for their states. The MS system will be modified with state specific requirements for each state. Once this is accomplished, the MRM consortium will share basic maintenance and future enhancement costs. OTHER PROGRAM SERVICES 6: Federal Unemployment Projects:Federal unemployment insurance projects are core and special projects and activities funded by DOL, including ITSC Infrastructure, UI Learning Center, the ITSC Website, UI IT Modernization Consortium Building, Workforce Connect, etc. All project and activity funding must be obligated through project task orders and approved by the ITSC Steering Committee. OTHER PROGRAM SERVICES 7: Membership Functions:Membership functions represent expenses directly associated with running the programs needed to serve the members of NASWA.

The Center evaluates uncertainty in income tax positions based on a more-likely-than-not recognition standard. If that threshold is met, the income tax position is then measured at the largest amount that is greater than 50 percent likely of being realized upon ultimate settlement. For income tax positions that the Center considers to be uncertain, current and deferred tax liabilities are recognized, or assets derecognized, when it is probable that an income tax liability has been incurred and the amount of the liability is reasonably estimable, or when it was probable that an income tax benefit, such as a tax credit or loss carry-forward, would be disallowed by a taxing authority.
