“The form 990 was prepared by the outside accountants and reviewed by senior management. The form 990 was then provided electronically to the entire board for review, questions and/or comments. Once any questions or comments are addressed, each member of the board sends via e-mail their approval, and then the return is filed with the internal revenue service.”
“Ihep monitors its conflict of interest policy each year by requiring board members and employees to disclose any new information relating to potential conflicts. Throughout the year, the president is alerted if there are any changes subsequent to the annual disclosure. If a conflict arises, the conflicted board members recuses himself/herself from voting on the matter.”
“The management development and compensation (mdc) committee, which is made up of independent board members, established performance goals and objectives, conducted year-end reviews, and evaluated these (measureable) performance goals. Appropriate compensation, based on comparison of like organizations, was determined and recommended by the mdc committee and the full board of directors. The decision was recorded in a letter signed by the board chair and sent to ihep's human resources and cfo. The last salary review took place in december 2024.”

| IRS990ScheduleA/FactsAndCircumstancesTestTxt | 0 | INSTITUTE FOR HIGHER EDUCATION POLICY (IHEP) QUALIFIES AS A PUBLIC CHARITY UNDER THE "FACTS AND CIRCUMSTANCES" TEST OF 1.170A-9(F)(3) OF THE TREASURY REGULATIONS, BASED UPON THE FOLLOWING:ITS SUPPORT, AS REPORTED FOR 2024, IS 23.25%, THEREBY MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(I).IHEP IS ORGANIZED AND OPERATED SO AS TO ATTRACT NEW AND ADDITIONAL FUNDING ON A CONTINUOUS BASIS, THEREBY MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(II). AFTER HAVING REVIEWED OUR BUSINESS FUNDING MODEL IN RECENT YEARS, IHEP HAS SUCCESSFULLY BEGUN DIVERSIFYING OUR CURRENT FOUNDATION SUPPORT AND BROADENING OUR AVENUES OF FUNDING. RECOGNIZING THE VALUE OF IHEP'S WORK TO IMPROVE ACCESS AND SUCCESS IN POSTSECONDARY EDUCATION TO UNDERSERVED POPULATIONS, MORE PRIVATE FOUNDATIONS CONTINUE TO PROVIDE IHEP WITH SUPPORT TO BOTH HELP THE ORGANIZATION CONTINUE AND EXPAND ITS PROGRAM AND RESEARCH WORK AND STRENGTHEN ITS GENERAL OPERATIONS. IHEP'S PUBLIC SUPPORT, AT 23.25%, IS ABOVE THE 10% MINIMUM REQUIRED FOR THE "FACTS AND CIRCUMSTANCES" TEST, THEREBY MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(III). IN MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(I), IHEP HAS RECEIVED SUPPORT FROM A NUMBER OF FOUNDATIONS, INDIVIDUALS, AND OTHER EDUCATION ORGANIZATIONS RATHER THAN RECEIVING ALL OR MOST OF ITS SUPPORT FROM A SINGLE FOUNDATION. IN FACT, IHEP HAS RECEIVED FINANCIAL SUPPORT FROM SEVERAL INDIVIDUAL DONORS AND OTHER EDUCATION ORGANIZATIONS, IN ADDITION TO GRANTS RECEIVED FROM A NUMBER OF DIFFERENT FOUNDATIONS. IHEP'S CURRENT FUNDRAISING PLANS EMERGING FROM THE BUSINESS MODEL REVIEW TARGETS A NEW AREA OF DONORS. IN THIS RESPECT, IHEP MEETS THE REQUIREMENT OF 1.170A-9(F)(3)(III)(B).IHEP REMAINS AN ORGANIZATION COMMITTED TO SERVING THE PUBLIC THROUGH ITS WORK. IHEP WAS FORMED UNDER THE PHILOSOPHY THAT ALL STUDENTS SHOULD HAVE ACCESS TO AND BE SUCCESSFUL IN ACHIEVING A HIGHER EDUCATION DEGREE. IHEP WORKS EXCLUSIVELY TO SERVE THE STUDENTS IN POST-SECONDARY EDUCATION. IHEP PUBLISHES RESEARCH AND POLICY REPORTS AND RELATED COLLATERAL THROUGHOUT THE YEAR TO IDENTIFY AND ADDRESS NEEDED INSTITUTIONAL, STATE, AND FEDERAL POLICY CHANGES AND CHALLENGES THAT STUDENTS EXPERIENCE AS THEY TRY TO ACCESS AND SUCCEED IN THEIR POST-SECONDARY EDUCATION. BECAUSE THE VITAL EDUCATIONAL MATERIAL THAT IHEP PRODUCES ARE THE CORE OF ITS WORK, AND IHEP MAKES THESE PUBLICATIONS AVAILABLE TO THE PUBLIC AT NO COST, IHEP FURTHER DEMONSTRATES ITS PUBLIC SUPPORT. IN THIS MANNER, IHEP MEETS THE REQUIREMENT OF 1.170A-9(F)(3)(III)(D). |
