Governance Explanations

Form 990, Part VI, Section B, Line 11

The form 990 was prepared by the outside accountants and reviewed by senior management. The form 990 was then provided electronically to the board. This was done with review from ihep's audit committee, which reported to the board about the filing and asked if any other member of the board had any questions/comments before filing.

Form 990, Part VI, Section B, Line 12C

Ihep monitors its conflict of interest policy each year by requiring board members and employees to disclose any new information relating to potential conflicts. Throughout the year, the president is alerted if there are any changes prior to the yearly disclosure. If a conflict arises, the conflicted board members recuses himself/herself from voting on the matter.

Form 990, Part VI, Section B, Line 15A

The management development and compensation committee, which is made up of independent board members, established performance goals and objectives, conducted year-end reviews, and evaluated these (measureable) performance goals. Appropriate compensation, based on informal comparison of like organizations, was determined and recommended by the mdc committee. The decision was recorded in the board minutes. The last salary review took place in december 2015.

Form 990, Part VI, Section C, Line 19

The financial statements, governing documents, and conflict of interest policy are available upon request.

IRS990/ProgSrvcAccomActy2Grp/Desc0RESEARCH: IHEP'S RESEARCH PROJECTS FOCUS ON EITHER A PARTICULAR POPULATION OR SPECIFIC POLICIES OR REGIONS IN ORDER TO UNDERSTAND AND IDENTIFY SOLUTIONS TO POSTSECONDARY ACCESS AND SUCCESS BARRIERS. BASED ON THESE FINDINGS, POLICY RECOMMENDATIONS ARE THEN PRESENTED AND DISSEMINATED TO POLICYMAKERS (LOCAL, STATE, AND NATIONAL), EDUCATORS, AND OTHER ORGANIZATIONS WORKING ON BEHALF OF UNDERREPRESENTED STUDENTS. SOME POLICY RESEARCH EFFORTS ALSO INCLUDE THE EVALUATION OF PROGRAMS' WORK TO IMPROVE STUDENT ACCESS AND SUCCESS. THROUGH THIS WORK, IHEP DOCUMENTS THE EVALUATION RESULTS AND RECOMMENDATIONS FOR PROGRAM IMPLEMENTERS.

IRS990ScheduleA/FactsAndCircumstancesTestTxt0INSTITUTE FOR HIGHER EDUCATION POLICY (IHEP) QUALIFIES AS A PUBLIC CHARITY UNDER THE "FACTS AND CIRCUMSTANCES" TEST OF 1.170A-9(F)(3) OF THE TREASURY REGULATIONS, BASED UPON THE FOLLOWING:ITS SUPPORT, AS REPORTED FOR 2015, IS 20.36%, THEREBY MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(I). IHEP IS ORGANIZED AND OPERATED SO AS TO ATTRACT NEW AND ADDITIONAL FUNDING ON A CONTINUOUS BASIS, THEREBY MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(II). IHEP HAS RECENTLY UNDERTAKEN SIGNIFICANT EFFORTS TO ATTRACT NEW AND ADDITIONAL PUBLIC SUPPORT BY CONDUCTING A REVIEW OF OUR BUSINESS FUNDING MODEL. THROUGH THIS REVIEW, IHEP IS EXPLORING NEW AVENUES OF FUNDING AND HOW TO DIVERSIFY OUR CURRENT FOUNDATION SUPPORT. RECOGNIZING THE VALUE OF IHEP'S WORK TO IMPROVE ACCESS AND SUCCESS IN SECONDARY EDUCATION TO UNDERSERVED POPULATIONS, A SMALL NUMBER OF PRIVATE FOUNDATIONS HAVE PROVIDED IHEP WITH SUPPORT IN RECENT MONTHS NOT ONLY TO HELP THE ORGANIZATION CONTINUE ITS PROGRAM AND RESEARCH WORK BUT ALSO TO BEGIN A NEW INITIATIVE TO BROADEN IHEP'S FUNDING MIX.IHEP'S PUBLIC SUPPORT, AT 20.36%, IS WELL ABOVE THE 10% MINIMUM REQUIRED FOR THE "FACTS AND CIRCUMSTANCES" TEST, THEREBY MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(III). IN MEETING THE REQUIREMENT OF 1.170A-9(F)(3)(I), IHEP HAS RECEIVED SUPPORT FROM A NUMBER OF FOUNDATIONS, INDIVIDUALS, AND OTHER EDUCATION ORGANIZATIONS RATHER THAN RECEIVING ALL OR MOST OF ITS SUPPORT FROM A SINGLE FOUNDATION. IN FACT, IHEP HAS RECEIVED FINANCIAL SUPPORT FROM SEVERAL INDIVIDUAL DONORS AND OTHER EDUCATION ORGANIZATIONS, IN ADDITION TO GRANTS RECEIVED FROM A NUMBER OF DIFFERENT FOUNDATIONS. IHEP'S CURRENT FUNDRAISING PLANS EMERGING FROM THE BUSINESS MODEL REVIEW TARGETS A NEW AREA OF DONORS. IN THIS RESPECT, IHEP MEETS THE REQUIREMENT OF 1.170A-9(F)(3)(III)(B). IHEP REMAINS AN ORGANIZATION COMMITTED TO SERVING THE PUBLIC THROUGH ITS WORK. IHEP WAS FORMED UNDER THE PHILOSOPHY THAT ALL UNDERSERVED POPULATIONS SHOULD HAVE ACCESS AND BE SUCCESSFUL IN ACHIEVING A HIGHER EDUCATION DEGREE. IHEP WORKS EXCLUSIVELY TO SERVE THE STUDENTS IN POST-SECONDARY EDUCATION. IHEP PUBLISHES SEVERAL REPORTS EACH MONTH TO IDENTIFY EDUCATION COSTS, INSTITUTIONAL, STATE, AND FEDERAL POLICY CHANGES, AND CHALLENGES THAT STUDENTS, ESPECIALLY UNDERSERVED POPULATIONS, EXPERIENCE AS THEY TRY TO ACCESS AND SUCCEED IN THEIR POST-SECONDARY EDUCATION. BECAUSE THE VITAL EDUCATIONAL MATERIAL THAT IHEP PRODUCES ARE THE CORE OF ITS WORK, AND IHEP MAKES THESE PUBLICATIONS AVAILABLE TO THE PUBLIC AT NO COST, IHEP FURTHER DEMONSTRATES ITS PUBLIC SUPPORT. IN THIS MANNER, IHEP MEETS THE REQUIREMENT OF 1.170A-9(F)(3)(III)(D).
