Form 990, Part VI, Section B, Line 11B

The gvc accomplishes the preparation and submission of form 990, or form 990-ez, tax returns by the following process: the return is prepared in draft by members of the board led by the treasurer, it is then examined by an outside accounting firm along with a digital copy of the gvc quickbooks company file resulting in a final draft printed by the accounting firm software on irs forms ready for submission. This package is distributed to all board members for their review and acceptance or comments and questions. Comments and questions will be referred to the accountants for their actions if needed, and if revisions are made the package will be resubmitted to the board members. When the board determines it is acceptable it is submitted to the irs.

Financial Statement Notes

PART II, LINE 9:

Funds are provided by the state of maryland department of natural resources so that the gunpowder valley conservancy (gvc) may use the earnings to support the cost of monitoring and defending conservation easements purchased by the state in the gunpowder rural legacy area. Specific amounts are associated with each particular easment and are subject to the the condition that if the state finds that the gvc has not properly dischaged these duties with respect to an easement, then the conservancy may be required to refund the principal to the state. The principal may be used to defray costs of defending an easement but only with written permission from the state, therefore the funds are temporarily restricted. The principal is held in fdic deposits and the interest earned goes into a separate temporarily restricted fund to be used only for easement monitoring and defense costs, along with funds the gvc is able to raise from other sources for easement monitoring and defense.

THE E-NEWSLETTER CONTENT INCLUDED EDUCATIONAL INFORMATION, UPCOMING WORKSHOPS, VOLUNTEER RECOGNITION, PROGRAM ACCOMPLISHMENTS AND MORE. THE BOARD INSTITUTED A POLICY FOR THE PUBLISHING OF GVC ANNUAL REPORTS AND A HARDCOPY 2017 ANNUAL REPORT WAS DESIGNED AND PREPARED FOR PUBLICATION ON THE WEB SITE AND HARDCOPY DISTRIBUTION EARLY IN 2018. WEB SITE - THE GUNPOWDER VALLEY CONSERVANCY WEBSITE (WWW.GUNPOWDERVALLEYCONSERVANNCY.ORG) WAS IMPROVED BY UPDATING AND RENEWING VARIOUS (PLUGINS/OPERATING) SYSTEMS TO ESTABLISH A CONTINUALLY FUNCTIONAL WEBSITE THAT PROVIDES UPDATED INFORMATION TO THE PUBLIC SUCH AS CALENDAR AND VOLUNTEER REGISTRATION FOR UPCOMING CONSERVATION EVENTS. A SEARCH WAS COMPLETED FOR SOFTWARE TO MANAGE VOLUNTEER AND DONOR PARTICIPATION RESULTING IN THE ACQUISITION OF DONORPERFECT AND WORK ON INTEGRATING ITS FUNCTIONS WITH THE WEB SITE TO PROVIDE ON-LINE REGISTRATION FOR CONSERVATION ACTIVITIES AND ACCEPTING DONATIONS IS IN PROCESS AS OF THE END OF 2017.

RAIN BARRELS- DISTRIBUTED 59 RAIN BARRELS (57 IN BALTIMORE COUNTY) COLLECTING STORM WATER RUNOFF FROM EST. 29,500 SQ. SPECIFIC AMOUNTS ARE ASSOCIATED WITH EACH PARTICULAR EASMENT AND ARE SUBJECT TO THE THE CONDITION THAT IF THE STATE FINDS THAT THE GVC HAS NOT PROPERLY DISCHAGED THESE DUTIES WITH RESPECT TO AN EASEMENT, THEN THE CONSERVANCY MAY BE REQUIRED TO REFUND THE PRINCIPAL TO THE STATE. THE PRINCIPAL MAY BE USED TO DEFRAY COSTS OF DEFENDING AN EASEMENT BUT ONLY WITH WRITTEN PERMISSION FROM THE STATE, THEREFORE THE FUNDS ARE TEMPORARILY RESTRICTED. THE PRINCIPAL IS HELD IN FDIC DEPOSITS AND THE INTEREST EARNED GOES INTO A SEPARATE TEMPORARILY RESTRICTED FUND TO BE USED ONLY FOR EASEMENT MONITORING AND DEFENSE COSTS, ALONG WITH FUNDS THE GVC IS ABLE TO RAISE FROM OTHER SOURCES FOR EASEMENT MONITORING AND DEFENSE.
