The form 990 and all attachments are sent to the executive committee and the chairperson of the audit and compliance committee for review before the form is finalized and filed.

Form 990, Part VI, Section B, Line 12C

Wrtc seeks transparency in order to maintain the public trust in organ and tissue donation and in the organization itself, and also to uphold the standards of integrity and excellence in donation and transplantation. The employees and all members of the board of directors disclose annually any conflict of interest. Employees receive annual corporate compliance training. Board members receive training in addition to frequent compliance reports. Members agree to recuse themselves from any vote or decision when there would be an actual or the appearance of a conflict of interest. Wrtc's audit and compliance committee regularly reviews the compliance program, matters of concern that may arise, and receives regular reporting on whether any compliance issues have been raised. The corporate compliance officer monitors the entire program, as well, and has the authority to raise questions or concerns as needed.

Form 990, Part VI, Section B, Line 15

The process for determining compensation of the ceo and other key employees is effected through the organization's personnel and compensation committee (p&c), which is a standing committee that reports to the board of directors. On a three-year review cycle, the compensation range for each position in the organization is reviewed. An array of data is researched and cited in order to ensure that the compensation for employees is in line with comparable positions at other like organizations. Data includes surveys from other not-for-profit entities, us department of labor, healthcare surveys, surveys specific to organ and tissue donor agencies, hospitals in the metropolitan area, and national survey data which is converted to the organization's geographic region. Minutes of the p & c committee are maintained and provided to the board of directors, and board minutes are maintained. In addition to this data analysis and levels of formal review, the data and the process are reviewed by the accreditation body (aopo) that promulgates standards for organ donor agencies.

Financial Statement Notes

PART X, LINE 2:

Wrtc accounts for income taxes in accordance with the accounting standards codification (asc) topic income taxes. These provisions provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition and derecognition of tax positions taken or expected to be taken in a tax return. Wrtc performed an evaluation of uncertain tax positions for the year ended december 31, 2015 and 2014, and determined that there were no matters that would require recognition in the financial statements or that may have an effect on its tax-exempt status. As of december 31, 2015, the statute of limitations for tax years 2012 through 2014 remains open with the u.s. Federal jurisdiction and the state of virginia. It is wrtc's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in unrelated business income tax expense. In both 2015 and 2014, there was no unrelated business income.

UNDER ITS LONG-STANDING FEDERAL MANDATE, WRTC PROVIDES EXTENSIVE COMMUNITY EDUCATION PROGRAMS AS A FREE PUBLIC SERVICE, AND ALSO PROVIDES MEDICAL EDUCATION FOR PHYSICIANS, NURSES, AND HOSPITAL STAFF PARTICIPATING IN DONATION CASES. WRTC ALSO HAS A DONOR ADVOCACY PROGRAM, BEREAVEMENT SERVICES TO FAMILIES, AND EXTENSIVE CONTACT WITH DONOR FAMILIES AND RECIPIENTS FOR AS MANY YEARS AS THEY WOULD LIKE. WRTC COORDINATES THE MEETINGS OF DONOR FAMILY MEMBERS AND RECIPIENTS, IF THEY WISH TO MEET, AND SERVES DONOR FAMILIES IN MANY WAYS WITH INTEGRITY AND COMPASSION.EVERY ORGAN TRANSPLANTED INTO A WAITING RECIPIENT IS A LIFE-SAVING PROCEDURE. WITHOUT AN ORGAN TRANSPLANT, A PERSON WITH END-STAGE ORGAN FAILURE HAS NO OTHER TREATMENT AVAILABLE TO SAVE HIS OR HER LIFE. EVERY DAY, 18 PATIENTS DIE WHILE WAITING ON NATIONAL, REGIONAL, AND LOCAL TRANSPLANT WAITING LISTS. THESE FEDERALLY-REGULATED LISTS ARE MANAGED BY THE UNITED NETWORK FOR ORGAN SHARING, AND MAINTAINED BY ORGAN TYPE AND BY BLOOD TYPE. CANDIDATES ARE PRIORITIZED BASED ON TIME WAITING, MEDICAL CONDITION, CLINICAL DATA, AND OTHER FACTORS. DURING 2014, WRTC CONDUCTED OVER 200 COMMUNITY EDUCATION ACTIVITIES AND EVENTS USING STAFF AND OVER 200 VOLUNTEERS SPEAKING AT CHURCHES, SCHOOLS, SPORTS EVENTS, CONCERTS, AND CIVIC EVENTS. MEDIA USED INCLUDES RADIO, TV, NEWSPAPERS, INTERNET AND SOCIAL MEDIA. OVER THE PAST SEVERAL YEARS, WRTC HAS LAUNCHED AND HELPED MAINTAIN WEB-BASED REGISTRIES FOR THE STATE OF MARYLAND, THE DISTRICT OF COLUMBIA, AND THE COMMONWEALTH OF VIRGINIA. THESE REGISTRIES HAVE SUCCESSFULLY ALLOWED THE PUBLIC TO MAKE THEIR OWN DETERMINATIONS ABOUT DONATION. THE REGISTRIES HELP RAISE AWARENESS AND HELP INDIVIDUALS MAKE A COMMITMENT TOWARD BECOMING A DONOR. THEY ARE WWW.DONATELIFEVIRGINIA.ORG, WWW.DONATELIFEMARYLAND.ORG, AND WWW.DONATELIFEDC.ORG.WRTC HAS ASSISTED HOSPITALS IN THE REGION WITH ESTABLISHING AND IMPROVING THEIR POLICIES TO SUPPORT AND FACILITATE DONATION. THIS HAS RESULTED IN AN IMPROVEMENT IN HOSPITAL ABILITY TO CONFORM TO ACCREDITATION STANDARDS AND TO FEDERAL MEDICARE/MEDICAID CONDITIONS OF PARTICIPATION, ALL OF WHICH REQUIRE HOSPITALS TO SUPPORT AND COOPERATE IN DONATION.WRTC HAS ALSO CREATED AND IMPROVED POLICIES IN HOSPITALS BY WHICH PHYSICIANS AND NURSES PARTICIPATE IN THE DONATION PROCESS. THEIR INVOLVEMENT IS CRITICAL TO THE SUPPORT PROVIDED BY WRTC TO DONOR FAMILIES, DURING THEIR DIFFICULTY IN STRESSFUL AND OFTEN TRAUMATIC CIRCUMSTANCES. WRTC'S FOCUS IS ON COMPLYING WITH THE WISHES OF THE DECEASED PERSON TO BE A DONOR. WRTC ALSO FOCUSES ITS RESOURCES ON TREATING FAMILIES WITH DIGNITY IN THEIR BEREAVEMENT AND DURING THE TIMES THEY ARE MAKING DECISIONS TO PURSUE ORGAN AND TISSUE DONATION OR SUPPORTIN
