Governance Explanations

Form 990, Part VI, Section B, Line 11B

The 990 was prepared by outside accountants and reviewed by pep's executive director and pep's finance committee of the board of directors, who then approved and forwarded the 990 to all pep board members for further review and comments before filing with the irs.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy is reviewed with new board members during board orientation, and the president reminds board members annually of their responsibility to disclose potential conflicts. When a board member is aware of a potential conflict in connection with a matter being discussed, that board member has an obligation to announce the potential conflict and recuse him or herself from voting on the matter. If such a potential conflict appears to exist but the board member has not announced it, another board member raises the matter with the chair of the meeting, and the chair inquires into the facts of the potential conflict and determines whether recusal is necessary and appropriate. The same conflict of interest policy applies to employees.

Form 990, Part VI, Section B, Line 15A

As part of its annual budget review process, the pep board of directors is presented with a detailed overview of all staff salaries, including the pep executive director's salary, and this includes any proposed salary increases. Over the past few years, the board has worked to ensure that all staff salaries fall between the 50% to 75% percentile of the maryland nonprofit salary market for their respective position, using market data produced by the organization maryland nonprofits, using their maryland nonprofit salary survey.

Form 990, Part VI, Section C, Line 19

Pep's financial review, 990 forms and annual report are posted on our website. In addition, pep makes its financial review, conflict of interest policy, and governing documents available upon request. Review of the documents is free in our offices during normal office hours (public health conditions permitting), or by appointment, or can be copied, mailed or emailed for the cost of copying and postage.

IRS990/Desc0THE PEP FAMILY RESILIENCY PROGRAM (PEP-FRP) IS A FREE, EIGHT-WEEK, CULTURALLY RESPONSIVE, SUPPORT-GROUP STYLE PROGRAM DESIGNED TO HELP PARENTS AND CAREGIVERS STRENGTHEN THEIR CHILDREN'S CONFIDENCE, SKILLS, AND RESILIENCE. IN FY25, THE PEP-FRP WAS FULLY FUNDED THROUGH GRANTS FROM THE MARYLAND DEPT OF HUMAN SERVICES, MD COMMUNITY HEALTH RESOURCES COMMISSION, AND PRIVATE DONORS. OFFERED IN ENGLISH, SPANISH, AND AMHARIC, PEP-FRP CREATES A SAFE AND SUPPORTIVE SPACE WHERE PARTICIPANTS LEARN PRACTICAL PARENTING TOOLS AND APPROACHES THROUGH PEP-PRODUCED EDUCATIONAL VIDEOS, FOLLOWED BY GUIDED DISCUSSIONS LED BY TRAINED PEP FACILITATORS FROM THE COMMUNITIES SERVED. GROUP DISCUSSIONS CENTER ON PARTICIPANTS' LIVED EXPERIENCES AND PERSPECTIVES, FOSTERING SHARED LEARNING AND MUTUAL SUPPORT. IN FY25, NEARLY 1,300 PARENTS AND CAREGIVERS (REPRESENTING MORE THAN 2,250 CHILDREN) COMPLETED THE PEP-FRP FROM 4 MARYLAND COUNTIES: MONTGOMERY COUNTY, HOWARD COUNTY, FREDERICK COUNTY AND DORCHESTER COUNTY. PEP DELIVERS THE PROGRAM IN PARTNERSHIP WITH THE PUBLIC SCHOOLS SYSTEMS IN THE RESPECTIVE COUNTIES, WITH A PRIORITY ON OFFERING THE PROGRAM IN SCHOOLS LOCATED IN COMMUNITIES WITH HIGH LEVELS OF POVERTY. BASED ON EVALUATIONS DEVELOPED AND IMPLEMENTED BY PEP'S RESEARCH PARTNER NORC AT THE UNIVERSITY OF CHICAGO, THE PEP-FRP SHOWS EVIDENCE OF HAVING A LARGE POSITIVE IMPACT ALONG 8 SUBSCALES: STRONGER PARENT-CHILD RELATIONSHIP; STRONGER PARENT-CHILD COMMUNICATION; IMPROVED COOPERATION OF CHILD; IMPROVED PARENTAL KNOWLEDGE OF HOW TO SUPPORT CHILD WITH SCHOOL WORK; IMPROVED PARENT SELF-SUFFICIENCY; IMPROVED PARENTAL SELF-EFFICACY; INCREASED POSITIVE AND DECREASED NEGATIVE PARENTING BEHAVIORS BY PRIMARY CAREGIVER; AND, IMPROVED PARENTAL ADJUSTMENT.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0THE 990 WAS PREPARED BY OUTSIDE ACCOUNTANTS AND REVIEWED BY PEP'S EXECUTIVE DIRECTOR AND PEP'S FINANCE COMMITTEE OF THE BOARD OF DIRECTORS, WHO THEN APPROVED AND FORWARDED THE 990 TO ALL PEP BOARD MEMBERS FOR FURTHER REVIEW AND COMMENTS BEFORE FILING WITH THE IRS.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1THE CONFLICT OF INTEREST POLICY IS REVIEWED WITH NEW BOARD MEMBERS DURING BOARD ORIENTATION, AND THE PRESIDENT REMINDS BOARD MEMBERS ANNUALLY OF THEIR RESPONSIBILITY TO DISCLOSE POTENTIAL CONFLICTS.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2AS PART OF ITS ANNUAL BUDGET REVIEW PROCESS, THE PEP BOARD OF DIRECTORS IS PRESENTED WITH A DETAILED OVERVIEW OF ALL STAFF SALARIES, INCLUDING THE PEP EXECUTIVE DIRECTOR'S SALARY, AND THIS INCLUDES ANY PROPOSED SALARY INCREASES.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3PEP'S FINANCIAL REVIEW, 990 FORMS AND ANNUAL REPORT ARE POSTED ON OUR WEBSITE.
