Governance Explanations

Form 990, Part VI, Section B, line 11

The clerk of the Finance Committee and the Treasurer of FCNL Education Fund will review the draft form 990. Notice will be sent to the full Finance Committee and the FCNL Education Fund Board when the draft is available so others may look at it in PDF format if they desire. The form will not be filed until the notice of the documents being available has been sent to the full Finance Committee and the FCNL Education Fund Board and until the Finance Committee Clerk and the FCNL Education Fund Treasurer have reviewed the documents. The Finance Committee and the FCNL Education Fund Board shall receive a report on this review at their next regular meeting.

Form 990, Part VI, Section B, line 12C

The Conflict of Interest Policy is discussed annually by the FCNL Education Fund Board at the first meeting of the calendar year and reviewed as needed. This policy is also a part of new member orientation.

Form 990, Part VI, Section B, line 15

When hiring the Executive Secretary and key staff, and thereafter at least every five years, the FCNL Education Fund Board will perform a thorough review to determine suitable compensation. The process is to include a review of comparability data. Comparability data may include compensation surveys, written employment contracts, and 990's of similar organizations. The FCNL Education Fund Board will retain documentation of the deliberation and final decision.

Form 990, Part VI, Section C, line 19

The FCNL and FCNL Education Fund Annual Report, the IRS Form 990, the IRS Form 1023 Tax Exemption Application letter and the Conflict of Interest Policy are all available to the public upon request. Requests received by written, phone, fax or e-mail means will be honored by directing the requestors to ourwebsite (www.FCNL.ORG). The current Form 990 (not including Schedule B), the IRS Form 1023 Tax Exemption Application, Conflict of Interest Policy and the Annual Report can be found on the Organization's website in Adobe format.

IRS990/ProgSrvcAccomActy2Grp/Desc0"STRATEGIC ADVOCACY PROGRAM: The FCNL Education Fund works with a network of some 60,000 people from all over the country to provide encouragement and training for citizens to remain involved in democratic processes and to advance public policy initiatives. Through newsletters, information on our web page, email alerts, social media, telephone calls and travel around the country, we encourage individuals and communities to advocate for social and economic justice, peace, and good government. Our War Is Not the Answer campaign has distributed more than 1.2 million bumper stickers, yard signs and other materials in the United States during the last decade. The signs have started conversations and helped to nurture local efforts to encourage citizen engagement with their government.
IRS990/ProgSrvcAccomActy2Grp/ExpenseAmt0612208
IRS990/ProgSrvcAccomActy3Grp/Desc0FOREIGN POLICY PROGRAM: The FCNL Education Fund analyzes the federal budget and compares it to the nation's needs. We research the application of current policies in various countries, sometimes by travelling to meet with NGOs and individuals in those countries. We inform Congress and the public about the importance of reductions in the overall military budget and in worldwide U.S. military operations. We emphasize joint aid, civilian peacebuilding, and regional democracy, especially in the Middle East and Africa. As a reflection of our values, we stand for the withdrawal of all U.S. troops and bases from Iraq and Afghanistan, for sustained diplomatic negotiations with all of the countries in the Middle East region, and for sustained U.S. development aid through international organizations.
IRS990/ProgSrvcAccomActy3Grp/ExpenseAmt0224921
IRS990/ProgSrvcAccomActyOtherGrp/Desc0PEACEBUILDING POLICY PROGRAM: The FCNL Education fund educates policymakers in Washington, and works with an informed grassroots constituency of some 60,000 around the country to strengthen civilian capacities for diplomacy, development, and international cooperation, while curbing and reversing the militarization of U.S. foreign policy. The United States has invested hundreds of billions of dollars to build capabilities to fight and win wars but little money or talent in developing the tools necessary to prevent deadly conflict. As a result, when U.S. Policymakers look for tools to respond to emerging wars and escalating conflicts, they find a toolbox with only one implement - a military hammer.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1NATIVE AMERICAN ADVOCACY PROGRAM: The FCNL Education Fund works to promote and preserve tribal sovereignty of indigenous peoples within the United States. We support public policy initiatives that respect their rights, promote their well-being, honor treaty commitments, and foster understanding. The program distributes monthly email updates on federal policy issues relating to Native Americans, supplemented by an occasional "Indian Report" on selected topics. The program serves as an information hub for interfaith colleague organizations.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2ENERGY AND ENVIRONMENT PROGRAM: The FCNL Education Fund informs Congress and the public about bold and immediate measures to counter global climate change and assist threatened human populations at home and abroad. We promote deep, quick, and fair reductions in U.S. greenhouse gas emissions through regulation and incentives for energy conservation and efficiency, accelerated development and use of renewable energy resources, sustainable agriculture, public transportation, and other effective means. We recognize that the critical and interconnected issues of energy and environment relate not only to climate change, but also to war, military spending, the nation's budget, and the capacity of the United States to meet domestic human needs and invest in the well-being of vulnerable populations abroad. The FCNL Education Fund is located on Capitol Hill in a LEED-certified green building developed to demonstrate our witness for sustainable energy.
IRS990/ProgSrvcAccomActyOtherGrp/Desc3DOMESTIC POLICY PROGRAM: The FCNL Education Fund works on Federal government policies that have a tremendous impact on the lives of ordinary people in the United States. We research and write about programs that alleviate poverty and address pressing human and community needs, such as food, housing, health care, education, and opportunities for meaningful employment. We inform Congress and the public about the importance of reductions in the overall military budget and in worldwide U.S. military operations, and shifting funds to human needs and true human security. We support common-sense reforms of U.S. immigration policy that respects the rights and dignity of all immigrants, demonstrates compassion for families, and protects children, asylum seekers, and other vulnerable persons. We seek reforms in campaign finance laws to increase participation and faith in our democratic processes, and to reduce the excessive influence of large political campaign contributions. We work to reduce mass incarceration through reforms in federal sentencing laws and to curtail the militarization of local law enforcement. We work on each of these issues through coalitions with other faith based groups and other partner organizations.
IRS990/ProgSrvcAccomActyOtherGrp/Desc4QUAKER NUCLEAR DISARMAMENT PROGRAM: This program educates Congress about nuclear nonproliferation, provides a regular calendar of events on these issues that is distributed to 14,000 policymakers in Washington and around the world, and distributes fact-based analyses of dangers posed by nuclear weapons.
