“The ELI by- laws direct that the Board's Audit and Governance Committee annually review the IRS Form 990 prior to its submission. The 990 process starts with the ELI Director of Finance providing all financial data and process descriptions to the outside auditor. The outside auditing team then generates the first draft of the formatted 990 which is then completely reviewed by ELI finance personnel for accuracy and completion. When that review is complete, the draft is provided to the Board's Audit and Governance Committee and ELI Leadership for their review. ELI staff and outside auditors provide briefings to members of the audit and governance committee on the 990 document and make changes as needed. Once the Audit and Governance Committee has approved the draft, it is transmitted to the full Board of Directors for their comment and review. When that review is complete, and any additional changes made, the Director of Finance and the outside auditor sign the form and submit it to the IRS. In its compliance oversight role, the Audit and Governance Committee is also responsible for reviewing ELI policies, ELI's accounting systems and internal financial controls, and other governance issues including implementation of the whistleblower and conflict of interest policies.”

“On an annual basis, officers and directors are required to complete and sign a conflict of interest statement in accordance with ELI by-laws. That statement confirms that the Board member has no known or potential conflicts or, if a conflict may arise, discloses it. Each director and officer provides this form to the ELI general counsel for review, and any that raise potential concerns are forwarded to the audit & governance committee. In addition, officers and directors are instructed to disclose any new conflict (whether actual or potential) whenever it arises. All board members and officers have completed such a form or, in the case of a congressional member, this requirement is satisfied by the statutorily required financial disclosure form which is also reviewed. In addition, the Director of Finance, and staff, track and report any payment made to any director for any reason (which may include reimbursement of travel expenses related to an ELI event). ELI also tracks any payments made to companies for which a director may work. If such payments are made, the Audit and Governance Committee is advised so they can also review such payments.”

“In Africa ELI teams provided extensive training to the judges of Guinea on environmental law and in Mexico City ELI led the training of over 700 federal judges. Other highlights included workshops and capacity building on water security in Jordan and the publication of a guidebook for Liberian communities on that country's National Benefit Sharing Trust. ELI staff also prepared a series of reports and handbooks on siting of wind energy facilities and a guide to state management of offshore wind energy, as well as a report on government spending on coal. ELI also worked in Alaska helping indigenous communities protect their subsistence marine resources, in the mid-west working to protect wetlands, wildlife habitat and reduce flood hazards, in the Caribbean helping to promote better fisheries management and improved marine spatial planning, and in the Gulf of Mexico helping to strengthen citizen engagement in processes that affect their livelihoods and communities. ELI staff also conducted a multi-day workshop on biodiversity conservation in the Yucatan Peninsula protected areas specially designed for government enforcement officials, attended by more than 110 officials from the National Commission for Protected Areas (CONANP) and the Office of the General Attorney for the Environment (PROFEPA). In the U.S., ELI led a State Indoor Air Quality Workshop for public health officials from many of the states and several local governments; developed a new web-based resource on school environmental health; and published reports on emerging best practices in state petroleum brownfields remediation and redevelopment and a report on how laws and practices can work more effectively to achieve better outcomes for quality and quantity water management in the U.S. West. And, as part of project on Environmental Peacebuilding, ELI issued "Land and Post-Conflict Peacebuilding", a highly-regarded book in our series designed to educate and provide research on the relationship between conflict, peacebuilding, and careful management and conservation of natural resources.”

“Virtually all of our events are available to a global audience via webinar and/or videotaped download, including a special event on climate and energy issues facing the Obama Administration in 2013. We also held successful day-long conferences with support from several leading corporations on Private Environmental Governance and on Big Data and environmental management.”
