Ief expects all employees to avoid any and all conflicts of interest, to make such disclosures as may be required by ief from time to time, and to review with the president and ceo, director of finance or their designees any questionable activities that might be construed to be a conflict of interest. The conduct of ief's relationships and transactions with individuals outside the organization, and with other business concerns in a businesslike and ethical manner, is a matter of vital importance. The best interests of ief, not those of the employee or others, must be of the highest consideration. Therefore, the interests of any individual employee cannot be permitted to play a part in any decision relating to the choice of or terms of ief relationships with individuals or business concerns with whom ief may have a business relationship, except when negotiated in an ethical and public, businesslike fashion and with approval of the board of directors. FROM 2013 TO 2018, IEF WAS SUB-CONTRACTED AS THE TECHNICAL ADVISORY GROUP (TAG), AWARDING 53 GRANTS, RANGING FROM $100,000 TO $250,000, TO 31 CHILD EYE HEALTH PROGRAMS IN 26 DEVELOPING NATIONS OVER FIVE YEARS. THE CBP PROGRAM SCREENED 2,772,804 CHILDREN, DISPENSED 64,006 PAIR OF EYEGLASSES, PERFORMED 193,537 TREATMENTS OR SURGERIES, AND 7,223 CHILDREN BENEFITED FROM LOW VISION AND REHABILITATION SERVICES.USAID AWARDED A NEW CONTRACT TO INTEGRATIVE SCIENCES, LLC (INTSCI) TO MANAGE USAID'S $11.4 MILLION GRANTS UNDER CONTRACT PROGRAM (2018-2023) WITH A SUB-CONTRACT TO IEF IN THE AMOUNT OF $1,825,783 OVER FIVE YEARS. AS THE TECHNICAL ADVISORY GROUP TO CBP, IEF PROVIDES TECHNICAL ASSISTANCE TO PROJECTS THAT TRAIN PEDIATRIC OPHTHALMOLOGISTS AND ALLIED OPHTHALMIC PERSONNEL, SUPPORT SCREENING FOR CHILDREN AND SIGHT-SAVING TREATMENT, SURGERY, AND EYEGLASSES, AND EXPANSION OF REHABILITATION SERVICES FOR VISUALLY IMPAIRED AND BLIND CHILDREN. IN CALENDAR 2019, IEF TREATED 1,219,363 PERSONS LIVING IN 927 VILLAGES WITH MECTIZAN IN ADAMAOUA PROVINCE AND SOUTH PROVINCE. THE PROGRAM ACHIEVED 100% GEOGRAPHIC COVERAGE AND 81% THERAPEUTIC COVERAGE (APPROXIMATELY 20% OF THE POPULATION ARE INELIGIBLE FOR TREATMENT DUE TO AGE, PREGNANCY, AND ILLNESS). SINCE 1997 IEF HAS TREATED 15,207,286 PERSONS. A SUB-AWARD FROM THE HELLEN KELLER INTERNATIONAL (HKI) UNDER A UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) FUNDED ACT TO END NTDS/WEST PROGRAM IN THE AMOUNT OF $408,090 (2019-2020) SUPPORTS THE DISTRIBUTION PROGRAM. THE SUB-AWARD INCLUDES THE ADMINISTRATION OF FUNDING TO THE MINISTRY OF HEALTH IN BOTH PROVINCES. IEF AND THE IEF CAMEROON OFFICE MANAGE THE SUB-AWARD. IEF RECEIVES DONATIONS OF MECTIZAN TABLETS ANNUALLY FROM MERCK AND COMPANY, INC. IN THE FISCAL YEAR ENDED 2020, IEF RECEIVED $3,999,750 WORTH OF MECTIZAN AS AN IN-KIND DONATION SHIPPED DIRECTLY FROM MERCK TO CAMEROON. REVENUE IS GENERATED PRIMARILY THROUGH INDIVIDUAL CONTRIBUTIONS FROM THE GENERAL PUBLIC WITH NO SIGNIFICANT CONTRIBUTORS. HOWEVER, THERE ARE DONATIONS OF ORAL TABLETS CONTAINING THE DRUG MECTIZAN FROM ONE PARTICULAR PHARMACUETICAL MANUFACTURER. THESE DONATIONS ARE SUBSTANTIAL AND CONSITUTE APPROXIMATELY 73% OF IEF'S DIRECT PUBLIC SUPPORT. THESE DRUG DONATIONS ARE EXCLUDED FROM PUBLIC SUPPORT AND IS THE CAUSE OF THE FAILURE OF THE 33 1/3% SUPPORT TEST ON SCHEDULE A.IEF'S PUBLIC SUPPORT, AT 31.03% IS WELL ABOVE THE 10% MINIMUM REQUIRED FOR THE "FACTS AND CIRCUMSTANCES" TEST, THEREBY MEETING THE REQUIREMENT OF SEC. 1.170A-9(F)(3)(III). IN MEETING THE REQUIREMENT OF SEC. 1.170A-9(F)(3)(I), IEF HAS RECEIVED SUPPORT FROM A REPRESENTATIVE NUMBER OF PERSONS. IEF OPERATES A CONTINUOUS SOLICITATION PROGRAM THAT HAS A PROVEN TRACK RECORD OF RAISING FUNDS FROM INDIVIDUAL DONORS. IT ALSO SPONSORS FUNDRAISERS EVERY YEAR. OTHER THAN THE DRUG DONATIONS, THE SUPPORT IS COMING IN VERY SMALL AMOUNTS FROM A BROAD CROSS SECTION OF THE PUBLIC. ALSO, THE APPEAL TO PREVENT BLINDNESS CAN BE EXPECTED TO APPEAL TO EVERYONE. THE PHARMACEUTICAL MANUFACTURER HAS NO ROLE IN THE CONTROL OR MANAGEMENT OF IEF. IEF SPENDS LITTLE, IF ANY, OF ITS RESOURCES ON THE DRUG DONATIONS. ITS BOARD HAS 8 DIRECTORS WHO ARE COMMITTED TO THE CAUSE AND SERVE WITHOUT COMPENSATION.IEF REMAINS AN ORGANIZATION COMMITTED TO SERVING THE PUBLIC THROUGH ITS WORK. IEF SEEKS TO ELIMINATE PREVENTABLE AND TREATABLE BLINDNESS BY BUILDING CAPACITY FOR QUALITY, COMPREHENSIVE AND SUSTAINABLE EYE CARE SERVICES WORLDWIDE.
