INTEGRATIVE SCIENCES, LLC, (INTSCI) AND IEF SUBMITTED A NEW PROPOSAL TO USAID IN JANUARY 2018 TO MANAGE USAID'S CBP FROM 2018-2023 WITH IEF AGAIN AS A SUB-CONTRACTOR FOR TECHNICAL SUPPORT. IN AUGUST 2018 (FY 2019), INTSCI AND IEF WERE AWARDED THE CONTRACT 2018-2023 WHICH WILL BENEFIT IEF IN THE AMOUNT OF $949,053 OVER THE FIVE YEARS. IEF'S ACTIVITIES RELATED TO USAID'S CBP ARE GOVERNED BY US GOVERNMENT RULES AND REGULATIONS.2. ONCHOCERCIASIS CONTROL PROGRAM - CAMEROON: IEF PIONEERED THE ONCHOCERCIASIS (RIVER BLINDNESS) CONTROL PROGRAM/MECTIZAN DISTRIBUTION PROGRAM IN CAMEROON IN 1992. THE PROGRAM ADDRESSES ONCHOCERCIASIS AND HAS BEEN ROLLED INTO THE BROADER NEGLECTED TROPICAL DISEASE PROGRAMS. IN CALENDAR YEAR 2018, IEF TREATED 1,207,485 PERSONS WITH MECTIZAN IN TWO PROVINCES IN CAMEROON. FUNDING FOR THIS PROGRAM COMES FROM A SUB-AWARD FROM HELEN KELLER INTERNATIONAL'S (HKI) USAID SUBCONTRACT. FUNDS GO DIRECTLY FROM HKI/NEW YORK TO HKI/CAMEROON AND THEN TO IEF/CAMEROON AND DO NOT FLOW THROUGH IEF/HQ BOOKS. HKI'S CURRENT CONTRACT ENDED IN SEPTEMBER 2018. IEF IS TO RECEIVE A NEW SUB-AWARD FROM HKI UNDER A NEW USAID SUB-CONTRACT IN THE AUTUMN OF 2019. IEF RECEIVES DONATIONS OF MECTIZAN TABLETS ANNUALLY FROM MERCK AND COMPANY, INC. AND RECEIVED $3 MILLION WORTH OF MECTIZAN AS AN IN-KIND DONATION TO IEF/HQ IN EARLY 2019 FOR THE CALENDAR YEAR 2019 DISTRIBUTION BY IEF-CAMEROON IN THE VILLAGES FOR WHICH IEF IS RESPONSIBLE FOR DRUG DISTRIBUTION AND CONTROL. THE MECTIZAN TABLETS WERE SHIPPED DIRECTLY FROM MERCK TO CAMEROON. IN JULY 2018, IEF RECEIVED A NEW THREE-YEAR GRANT FROM THE LAVELLE FUND FOR THE BLIND IN THE AMOUNT OF $497,612 OVER THREE YEARS (YEAR 1: $201,598, YEAR 2: $178,534, YEAR 3: 117,480) FOR A PROJECT ASSISTING MINISTRY OF HEALTH EYE HOSPITALS IN PERU. IN MARCH 2019, IEF RECEIVED A NEW GRANT FROM THE ALCON FOUNDATION IN THE AMOUNT OF $110,000 FOR A NEW PROJECT IN KOLKATA, INDIA. IEF IS GOVERNED BY THE GRANT AGREEMENT FROM BOTH MAJOR DONORS. |

REVENUE IS GENERATED PRIMARILY THROUGH INDIVIDUAL CONTRIBUTIONS FROM THE GENERAL PUBLIC WITH NO SIGNIFICANT CONTRIBUTORS. HOWEVER, THERE ARE DONATIONS OF ORAL TABLETS CONTAINING THE DRUG MECTIZAN FROM ONE PARTICULAR PHARMACUETICAL MANUFACTURER. THESE DONATIONS ARE SUBSTANTIAL AND CONSITUTE APPROXIMATELY 80% OF IEF'S DIRECT PUBLIC SUPPORT. THESE DRUG DONATIONS ARE EXCLUDED FROM PUBLIC SUPPORT AND IS THE CAUSE OF THE FAILURE OF THE 33 1/3% SUPPORT TEST ON SCHEDULE A.IEF'S PUBLIC SUPPORT, AT 27.03% IS WELL ABOVE THE 10% MINIMUM REQUIRED FOR THE "FACTS AND CIRCUMSTANCES" TEST, THEREBY MEETING THE REQUIREMENT OF SEC. 1.170A-9(F)(3)(III). IN MEETING THE REQUIREMENT OF SEC. 1.170A-9(F)(3)(I), IEF HAS RECEIVED SUPPORT FROM A REPRESENTATIVE NUMBER OF PERSONS. IEF OPERATES A CONTINUOUS SOLICITATION PROGRAM THAT HAS A PROVEN TRACK RECORD OF RAISING FUNDS FROM INDIVIDUAL DONORS. IT ALSO SPONSORS FUNDRAISERS EVERY YEAR. OTHER THAN THE DRUG DONATIONS, THE SUPPORT IS COMING IN VERY SMALL AMOUNTS FROM A BROAD CROSS SECTION OF THE PUBLIC. ALSO, THE APPEAL TO PREVENT BLINDNESS CAN BE EXPECTED TO APPEAL TO EVERYONE. THE PHARMACEUTICAL MANUFACTURER HAS NO ROLE IN THE CONTROL OR MANAGEMENT OF IEF. IEF SPENDS LITTLE, IF ANY, OF ITS RESOURCES ON THE DRUG DONATIONS. ITS BOARD HAS 13 DIRECTORS WHO ARE COMMITTED TO THE CAUSE AND SERVE WITHOUT COMPENSATION.IEF REMAINS AN ORGANIZATION COMMITTED TO SERVING THE PUBLIC THROUGH ITS WORK. IEF SEEKS TO ELIMINATE PREVENTABLE AND TREATABLE BLINDNESS BY BUILDING CAPACITY FOR QUALITY, COMPREHENSIVE AND SUSTAINABLE EYE CARE SERVICES WORLDWIDE. THROUGH ITS PROGRAM WORK, IEF FURTHER DEMONSTRATES ITS PUBLIC SUPPORT. IN THIS MANNER, IEF MEETS THE REQUIREMENT OF SEC. 1.170A-9(F)(3)(III)(D). |
