“During the 20232024 year, mdsc proposed 55 amendments to its bylaws. Of these, 30 contained substantive changes, while the remaining 25 were non-substantive, including grammar, spelling, and clarifications, with no impact on the goals or meaning of the bylaws. Significant substantive changes included:* establishing a supporting membership category open to individuals who do not meet the regular membership criteria described in section 3.1.1. Supporting members pay dues but have no voting rights and cannot run for office.* ensuring that the entire board is covered by directors and officers (d&o) liability insurance.* requiring that all proposed amendments be distributed to regular members at least thirty (30) days prior to the general meeting.”

“Mdsc is a membership organization open to all individuals who are deaf or deafblind, are 50 years of age or older, reside in the state of maryland, and have paid their applicable yearly dues. Members elect officers who serve on the board, the governing body of mdsc.”

“Members elect officers who serve as voting trustees on the board, the governing body of mdsc. The president of mdsc during the preceding year also serves on the board, as a nonvoting member. Mdsc would like to recognize the dedicated volunteer service of leslie zinza who served in this capacity and who passed away in march 2024. She is dearly missed by the board and members.”

“Mdsc has a practice of sharing a copy of the form 990 package with members of the governing body by email, personal contact, and other similar methods. Aside from this, the president and treasurer go over the form 990 answers with the cpa who prepared it before signing and filing.”
