“Internal guidelines ' Guidelines for Nishimachi Foundation Grants', for approval of grant requests are created. They are as follows; (1) Grant proposals in accordance with the Nishimachi Foundation Certificate of Incorporation, should be by letter addressed to Nishimachi Foundation signed by the person who will ultimately be responsible for receiving and administering the grant funds and shall state the amount needed and the purpose for which the grant funds will be used, attaching any supporting materials as necessary. (2) Grants shall only be made within the limits of the annual budget approved by the Nishimachi Foundation Board of Directors, except in extraordinary cases approved in accordance with paragraph (3) below. (3) Grant proposals must be approved by a majority vote of the Nishimachi Foundation Board of Directors or Executive Committee before funds are disbursed by the Nishimachi Foundation Treasurer. This vote may be taken by email polling. All approved grant proposals must be in accordance with the purposes as stated in the Nishimachi Foundation Certificate of Incorporation. (4) A member of the Executive Committee shall be designated by the Executive Committee at the time funds are approved to monitor the use of each grant to make sure that it is used for approved purposes. The designated member of the Executive Committee may delegate monitoring as necessary, but remains ultimately responsible to ensure that the funds are properly disbursed and used for the purposes approved by the person signing the grant request. (5) Any irregularities in fund disbursement or use shall be reported to the Executive Committee immediately and to the full Board at or before its next annual meeting.”
