Governance Explanations

Form 990, Part VI, Section B, Line 11B

The President and CEO does an initial review of the draft Form 990. It is reviewed at a Finance Committee meeting and distributed to Board members by email before filing.

Form 990, Part VI, Section B, Line 12C

New Board members read and sign a copy of the Conflict of Interest Policy during their orientation. Annually, Board members receive and sign a copy of the Conflict of Interest Policy and have read and understood the policy. The Organization takes a Board vote on whether any short or long term business contact or Board service will constitute a conflict of interest. Any Board members who provide vendor services are noted in the Board minutes.

Form 990, Part VI, Section B, Line 15

The Executive Committee is given information from the annual "Salaries and Benefits Survey of Greater Kansas City (Regional Nonprofit Organizations and Associations)" for both the President and CEO's compensation and for management staff salaries and benefits.

Form 990, Part VI, Section C, Line 19

The organization made its governing documents, conflict of interest policy, and financial statements available to the public during the tax year upon request at Sunflower House.

Supplemental Narrative

Financial Statement Notes

Schedule D, Part V, Line 4

Sunflower House's endowment included both donor restricted funds and funds designated by the Board of Directors to function as endowments at the beginning of 2013. During 2013, the Board voted to release the Board designated funds from restriction. The Board of Directors targets a diversified asset allocation to achieve its long-term return objectives within prudent risk parameters. The spending policy calculates the amount of money that may be annually distributed from Sunflower House's various endowed funds for grant making and administration. The Board's current spending policy is to fund capital improvements with investment income and/or principle, and to fund agency operations with investment income up to $25,000 with Board approval, which is further limited to keeping the corpus of the donor restricted assets intact.

Schedule D, Part X, Line 2

No provision for income taxes is included in the Statement of Activities since the organization is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code. The Organization accounts for income taxes in accordance with FASB ASC 740, Accounting for Income Taxes, which provides guidance on how to measure and account for various tax positions. The Organization has determined that no material unrecognized tax benefits or liabilities exist as of December 31, 2013 for the Organization. If applicable, the Organization will recognize interest and penalties related to the underpayment of income taxes in the year incurred. The Organization is not at the present time under examination by any taxing authority. Effectively, all years for federal and state income examination are closed for any year ended prior to December 31, 2010.

IRS990/Desc0Child Assessment Program: Sunflower House's Child Assessment Program is focused on ensuring that victims of child abuse and their families receive their best chance at justice and healing. The program works toward this goal by organizing a coordinated response to child sexual or physical abuse allegations, including law enforcement, child protection workers, medical providers, victims advocates, mental health, and prosecution. Once a child in Johnson or Wyandotte County, Kansas, makes a disclosure of abuse and a report is made to the local child protection services office or law enforcement, a referral is made to Sunflower House. Our Interview Specialists conduct child-sensitive interviews of alleged child victims using proven forensic practices. Specialized medical exams are also provided to children at Sunflower House by forensic medical examiners. Additionally, the families receive advocacy and support services. Children are referred for therapy now offered on site through a partnership with PACES, a local mental health provider, or other qualified trauma-focused therapists in the community. In 2013, 492 children received one or more forensic interview, 411 caregivers worked with a family advocate, and 111 received a forensic medical examination at Sunflower House.
