The public sector members are appointed by city commission and private sector members are asked to fill out a questionnaire along with a letter of intent. The full board reviews the private sector respondents and a full board vote is made to appoint someone.”

The executive director may confer with accountants and legal counsel with respect to drafts of the form 990 and the executive diretor or other authorized officers of the organization shall sign the final form. A copy of the form 990 is distributed to the governing body prior to filing is feasible, otherwise, a copy of the filed form 990 is circulated to the governing body as promptly as reasonably practical after the filing.”

Any responsible person with a conflict of interest shall not be involved in any discussions regarding contracts or transactions involving a conflict of interest.”
