“The west shore business improvement district (ws-bid) is located along the west shore of staten island in a primarily industrial area generally referred to as bloomfield and chelsea, bordering on the neighborhood of travis. The association was created to provide services required for the protection and general welfare of the public; the promotion, growth and enhancement of the ws-bid; and the representation of the ws-bid for needs identified by its members. Services include sanitation and maintenance, security, district-wide wayfairing and streetscape improvements, and advocacy.”
