Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form preparer emailed a copy of the final version of Form 990 to MAP leadership staff. Leadership in turn sent a copy to each Board member to provide an opportunity to approve or provide additional information before it was ultimately filed.

Form 990, Part VI, Section B, Line 12C

Board members are required to identify potential conflicts and, as required, remove themselves from all discussion and voting on the matter. Board members are periodically informed of this policy and affirm their compliance in writing.

Form 990, Part VI, Section B, Line 15

Working together with our Board member who oversaw the hiring process, we looked at median salary ranges for the CEO and key employees based on the size of the organization and employee's experience level. We consulted with or reviewed data from the Center for Non-Profit Advancement, the Non-Profit Times, PayScale, and Charity Navigator. We also spoke with other similarly-sized well-run organizations in our space for their advice.

IRS990/Desc0MAP currently operates bipartisan, Millennial-led chapters called Future Caucuses in 31 state legislatures. The State Future Caucus Network is dedicated to fostering a space to cultivate connection, dialogue, and fertile ground for collaborative policymaking. Each caucus pursues a bipartisan policy agenda that proposes solutions to the problems that will impact future generations. MAP also helps connect state lawmakers in the Future Caucus network to peers across state lines through virtual and in-person programming.

IRS990/ProgSrvcAccomActy2Grp/Desc0MAP leads efforts to organize the Congressional Future Caucus, our nation's first and only bipartisan caucus for young members of Congress, and its Hill staff counterpart, the 270+ member Millennial Action Staff Association. Representatives Sara Jacobs (D-CA) and Blake Moore (R-UT), who co-chair the 117th Congress' Future Caucus, garnered attention as some of the most effective freshman members in 2021. These legislators are breaking the status quo of hyper-partisanship and proving that America's next generation leads differently.

IRS990/ProgSrvcAccomActy3Grp/Desc0MAP initiated a 12-month process to create the underlying curriculum for a cohort-based leadership development program for young elected officials. This program will codify the skills legislators require to be bridge-builders, while providing the capacity-building resources they require to be deliberate and compassionate civic leaders. By partnering with experts in neuroscience, mindfulness, legislative negotiations, storytelling, and more, MAP's training modules will enable young lawmakers to become better leaders and more effective stewards of our political institutions.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0The MAP Young Leaders Council is a carefully-selected group of driven leaders and young professionals who are dedicated to helping usher in a new post-partisan era. The MAP YLC serves as MAP's "inner-circle" of Millennial advisors who embody our mission, while offering various resources, access to networks and strategic counsel supporting the growth and reach of the organization.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1MAP's Criminal Justice Reform Advisory Council aims to advance a national conversation on reforming the criminal justice system and engaging members in peer-to-peer dialogues and expert-led discussions. The Advisory Council is organized for members to share their experiences, expertise, and approaches to initiatives appropriate for them in their state. Participation does not imply support of all approaches to criminal justice reforms.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2MAP has invested significant resources into building an inspiring narrative of a positive vision for young leaders changing the way we govern. This program includes PR strategy and support, leveraging national conferences for visibility, thought-leadership content, modeling a constructive civil dialogue, all complemented by a robust and growing social media strategy.
IRS990/ProgSrvcAccomActyOtherGrp/Desc3We held the 2021 Future Summit, MAP's fifth-annual national gathering of current and prospective Future Caucus members across state lines. MAP convened a bipartisan group of 79 state legislators, hailing from 37 states, to gather with leading policy experts for a day of connection, innovation, and collaboration. The diverse group of participants shared their governing best practices and ideas on next-generation policies affecting young people across the country.

IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0Schedule A, Part II, Line 1 - During 2020, MAP received an unusually large grant. MAP's Board of Directors voted to create a Board-designated operating reserve funded by this grant to support capacity building and outreach services. The Board-designated operating reserve will be invested according to MAP's investment policy, and funds will be used to achieve sustainable and strategic operational growth. MAP considers the Board-designated operating reserve and net assets with donor restrictions for use in current programs, which are ongoing, major, and central to its annual operations, to be available to meet cash needs for general expenditures.
