AIR AND GROUND WATER EMISSIONS FROM THESE REFINERIES AND ASSOCIATED FACILITIES NEGATIVELY IMPACTED THE HEALTH OF THOSE LIVING IN THE DONA PARK NEIGHBORHOOD (NESTLED AMONG THE REFINERIES, NORTH OF I37 IN CORPUS CHRISTI). EJHF'S INITIAL FUNDING CAME AS PART OF A SETTLEMENT AGREEMENT BETWEEN THE CITIZENS FOR ENVIRONMENTAL JUSTICE (A LOCAL ACTIVIST GROUP) AND AREA INDUSTRY. THE EJHF HAS USED THAT FUNDING AND DONATIONS FROM DIFFERENT ORGANIZATIONS AND INDIVIDUALS CONCERNED ABOUT THIS ISSUE TO PURPOSEFULLY BUY OUT RESIDENTS OF THE DONA PARK NEIGHBORHOOD AT A SELLING PRICE THAT WOULD ALLOW THE SELLER TO PURCHASE A HOME OF COMPARABLE SIZE AWAY FROM REFINERY ROW. EJHF HELD A PUBLIC MEETING, HAD A COMMUNITY ADVISORY GROUP, MAILED LETTERS TO ALL RESIDENTS OF DONA PARK, AND SOLICITED INTEREST FROM THOSE LIVING IN THE DONA PARK NEIGHBORHOOD. THE EJHF BOARD DETERMINED THE REPLACEMENT VALUE OF EACH HOME PURCHASED, THE AVERAGE BUYOUT PRICE BEING APPROXIMATELY 168,000. ONCE THE EJHF PURCHASED A PROPERTY, IT CONTRACTED WITH AN ENVIRONMENTAL CONSULTING FIRM TO INSPECT AND ABATE ANY ASBESTOS IN THE STRUCTURE AND THEN WITH A DEMOLITION FIRM TO DESTROY THE STRUCTURE. RECOGNIZING THAT IT DID NOT HAVE SUFFICIENT FUNDS TO BUY OUT ALL DONA PARK RESIDENTS AND IN THE INTEREST OF FAIRNESS, THE EJHF BOARD SELECTED FOR BUYOUTS THOSE RESIDENTS WHO HAD LIVED CONTINUOUSLY IN THE NEIGHBORHOOD FOR THE LONGEST PERIOD OF TIME. AS OF JULY 20, 2020 AND IN KEEPING WITH ITS MISSION STATEMENT, THE EJHF HAS PURCHASED 16 PROPERTIES IN THE DONA PARK NEIGHBORHOOD OF CORPUS CHRISTI. THESE PROPERTIES ARE NOT CONTIGUOUS DUE TO THE 'SENIORITY' METHOD USED TO SELECT PROPERTIES FOR THE BUY-OUT. THE EJHF INCURS ONGOING EXPENSES AS IT CONTRACTS WITH A FIRM TO MAINTAIN THESE PROPERTIES AND IT PAYS ANNUAL PROPERTY TAXES ON THESE PROPERTIES. THE EJHF BOARD HAS CONTACTED SEVERAL ENTITIES, INCLUDING LOCAL GOVERNMENT, REGARDING POSSIBLY TRANSFERRING OWNERSHIP OF THE PROPERTIES. THE EJHF HAS IMPOSED DEED RESTRICTIONS ON THESE PROPERTIES TO FORBID THEIR USE AS RESIDENCES, AND PLANS TO ADD RESTRICTIONS ON INDUSTRIAL USE BEFORE THE PROPERTIES ARE TRANSFERRED. BUT IS OPEN TO CERTAIN TYPES OF 'LIGHT INDUSTRY' USES SUCH AS AN OFFICE BUILDING, A PARKING LOT, ETC. AIR AND GROUND WATER EMISSIONS FROM THESE REFINERIES AND ASSOCIATED FACILITIES NEGATIVELY IMPACTED THE HEALTH OF THOSE LIVING IN THE DONA PARK NEIGHBORHOOD (NESTLED AMONG THE REFINERIES, NORTH OF I37 IN CORPUS CHRISTI). EJHF'S INITIAL FUNDING CAME AS PART OF A SETTLEMENT AGREEMENT BETWEEN THE CITIZENS FOR ENVIRONMENTAL JUSTICE (A LOCAL ACTIVIST GROUP) AND AREA INDUSTRY. THE EJHF HAS USED THAT FUNDING AND DONATIONS FROM DIFFERENT ORGANIZATIONS AND INDIVIDUALS CONCERNED ABOUT THIS ISSUE TO PURPOSEFULLY BUY OUT RESIDENTS OF THE DONA PARK NEIGHBORHOOD AT A SELLING PRICE THAT WOULD ALLOW THE SELLER TO PURCHASE A HOME OF COMPARABLE SIZE AWAY FROM REFINERY ROW. EJHF HELD A PUBLIC MEETING, HAD A COMMUNITY ADVISORY GROUP, MAILED LETTERS TO ALL RESIDENTS OF DONA PARK, AND SOLICITED INTEREST FROM THOSE LIVING IN THE DONA PARK NEIGHBORHOOD. THE EJHF BOARD DETERMINED THE REPLACEMENT VALUE OF EACH HOME PURCHASED, THE AVERAGE BUYOUT PRICE BEING APPROXIMATELY 168,000. ONCE THE EJHF PURCHASED A PROPERTY, IT CONTRACTED WITH AN ENVIRONMENTAL CONSULTING FIRM TO INSPECT AND ABATE ANY ASBESTOS IN THE STRUCTURE AND THEN WITH A DEMOLITION FIRM TO DESTROY THE STRUCTURE. RECOGNIZING THAT IT DID NOT HAVE SUFFICIENT FUNDS TO BUY OUT ALL DONA PARK RESIDENTS AND IN THE INTEREST OF FAIRNESS, THE EJHF BOARD SELECTED FOR BUYOUTS THOSE RESIDENTS WHO HAD LIVED CONTINUOUSLY IN THE NEIGHBORHOOD FOR THE LONGEST PERIOD OF TIME. AS OF JULY 20, 2020 AND IN KEEPING WITH ITS MISSION STATEMENT, THE EJHF HAS PURCHASED 16 PROPERTIES IN THE DONA PARK NEIGHBORHOOD OF CORPUS CHRISTI. THESE PROPERTIES ARE NOT CONTIGUOUS DUE TO THE 'SENIORITY' METHOD USED TO SELECT PROPERTIES FOR THE BUY-OUT. THE EJHF INCURS ONGOING EXPENSES AS IT CONTRACTS WITH A FIRM TO MAINTAIN THESE PROPERTIES AND IT PAYS ANNUAL PROPERTY TAXES ON THESE PROPERTIES. THE EJHF BOARD HAS CONTACTED SEVERAL ENTITIES, INCLUDING LOCAL GOVERNMENT, REGARDING POSSIBLY TRANSFERRING OWNERSHIP OF THE PROPERTIES. THE EJHF HAS IMPOSED DEED RESTRICTIONS ON THESE PROPERTIES TO FORBID THEIR USE AS RESIDENCES, AND PLANS TO ADD RESTRICTIONS ON INDUSTRIAL USE BEFORE THE PROPERTIES ARE TRANSFERRED. BUT IS OPEN TO CERTAIN TYPES OF 'LIGHT INDUSTRY' USES SUCH AS AN OFFICE BUILDING, A PARKING LOT, ETC. IDEALLY, THE PROPERTIES WOULD BE TURNED INTO GREEN SPACES AS A BUFFER AGAINST THE REFINERIES' AIR AND GROUND WATER POLLUTION. THE EJHF HAS CEASED PURCHASE OF ADDITIONAL PROPERTIES IN ORDER TO DEVOTE ITS FUNDS TO THE ONGOING COSTS OF MAINTENANCE AND TAXES FOR ITS CURRENT PROPERTIES.
