| IRS990/Desc | 0 | Emancipation Park Conservancy's (EPC) first executive director and first full time-staff completed their first full year and made great strides to successfully strengthen the EPC's capacity to effectively meet community needs. Together they successfully implemented EPCs first strategic plan, in which they measurably streamlined processes, improved working relationships, and increased programming, partnerships, funding, and events at the park. In partnership with strategic, corporate and community partners, (EPC) offered programs in the areas of education, economic empowerment and health and wellness which directly correlates with its community's needs, interests, and wants.-Education: EPC offered educational programs geared towards both adults and children ranging from STEM, visual and performing arts, educational lectures, literacy, cultural/historical education, environmental stewardship, and professional development. EPC made sure its educational programs were resourceful, culturally relevant, informative, and offered unique opportunities and exposure to its community. -Economic Empowerment: EPC created opportunities to empower the Third Ward community and beyond through financial resources, educational programs, courses and classes offered through many strategic partners to ensure its community can become great stewards and take control of their financial life and legacy.-Health and Wellness: EPC recognizes that African Americans and Hispanics have some of the highest rates of chronic diseases in Houston, and the Third Ward ranks as one of the most prevalent neighborhoods for these health issues. As such, EPC offered multiple opportunities for Emancipation Park patrons to participate in physical activity through fitness classes and offered community members the opportunity to take advantage of health education/resources to help alleviate health disparities. |

| IRS990ScheduleA/FactsAndCircumstancesTestTxt | 0 | Current Year Facts and Circumstances: Emancipation Park Conservancy (EPC) submits that throughout its existence to date and in the future, it qualifies as a public charity under Internal Revenue Code 609(a)(1) by satisfying the requirements of Regulations 1.170A-9(e)(3) as follows:(i). Ten Percent Test: EPC historically and in the future can be expected to receive over 10% of its total support from the general public; the ratio during the advance ruling period was 28% and now that the public fundraising campaign is maturing as explained below:EPC has diversified its funding stream, expanding strategies from a few major donors, an approach that includes:-Grants funding (government and corporate)-Individual funding; including matching fund contributions-Special events sponsorships-Event registration fees-Various On-line Giving: Giving Tuesdays, Giving Tuesday Now, Text-to-Give, OneCause, Network To Give, via Newsletter & social media platforms-1872 Campaign $18.72+ monthly reoccurring individual gift-Merchandise sales of branded Emancipation Park products-Use of facilities rental fees -Funded volunteer ground keeping / landscaping programs(ii). Attraction of Public Support: EPC is dedicated to enhancing the Historic Emancipation Park in Houstons 3rd Ward community, it has to date attracted gifts from two major foundations in support of its efforts in addition to modest donations from Houston area foundations and corporations, but also more than 300 individuals from all over the world. Those large gifts have caused the public support percentage to be lower than 33 1/3%. (iii). Percentage of Financial Support: EPC received about 28% of its total support from public sources in its first five years and can reasonably expect for that ratio to rise to above 33 1/3% in the next two years. Major donors created capacity building opportunities for (EPC) to hire its first executive director and its first full time staff in 2018. Together, they completed their first full year in 2019 and have made great strides to successfully strengthen the EPCs capacity to effectively meet community needs. To ensure funding from a broad base of community organizations and businesses, a professional development consultant has now been hired to work with the staff and board of directors to complete a case for funding. (iv). Sources of Support: EPC receives its support from a representative number of foundations, corporations, and individuals, rather than receiving almost all its support from the members of a single family or small group of individuals. EPC has to date received gifts from over 300 contributors.(v) Representative Governing Body: EPC's governing body is composed of 13 individuals who are educators, community, civic and business leaders. The City of Houstons mayor, park director and city councilman are ex-Officio members. (vi). Availability of Facilities or Services and Public Participation: With a mission to enhance the Historic Emancipation Park by preserving its integrity and enriching its heritage as a local, state, national and international landmark, EPC programs have not only served numerous families in the 3rd Ward community, but also Harris County and surrounding Greater Houston area counties. We offer free culturally relevant community programs and initiatives in the areas of education, health & wellness and economic empowerment, correlating all programming with the community needs, interests, and desires. Part III, Program Service Accomplishments provides details EPCs of services and public participation. In consideration of the benefits of EPCs services provided to the City of Houstons Emancipation Park, EPC has the right to use general office space at no cost and for purposes of performing programming under the 30 Year Joint Operations, Maintenance and Programming Agreement for Emancipation Park signed in 2016.
