IRS990/ProgSrvcAccomActy2Grp/Desc0PHILO PROJECT: MEMBERS OF THE SPECIAL OPERATIONS COMMUNITY FACE ELEVATED CANCER RISK DUE TO MISSION-RELATED ENVIRONMENTAL EXPOSURES. THE PHILO PROJECT ADDRESSES THIS BY PROVIDING ELIGIBLE HIGH-RISK INDIVIDUALS WITH ACCESS TO A FREE, FULL-BODY MRI. THESE SCANS SCREEN FOR MORE THAN 50 TYPES OF CANCER AND OVER 300 ADDITIONAL MEDICAL CONDITIONS, MANY OF WHICH ARE ASYMPTOMATIC IN EARLY STAGES. BECAUSE THESE SCANS ARE NOT AVAILABLE THROUGH DEPARTMENT OF DEFENSE OR VETERANS AFFAIRS FACILITIES AND ARE NOT COVERED BY INSURANCE, THIS PROGRAM FILLS A CRITICAL GAP. THE IMAGING ENABLES EARLY IDENTIFICATION OF POTENTIAL HEALTH CONCERNS, LEADING TO INFORMED DECISIONS ABOUT FOLLOW-UP CARE AND IMPROVING LONG-TERM HEALTH OUTCOMES AND PEACE OF MIND. IN 2025, WE FUNDED 265 SCANS, AND 20% OF THOSE SCANNED HAD UNDETECTED ISSUES THAT WERE IDENTIFIED. SINCE THE PROGRAM BEGAN, 403 SCANS HAVE BEEN COMPLETED, EACH ONE A STEP TOWARD EARLIER DETECTION AND BETTER OUTCOMES FOR THOSE WHO HAVE GIVEN SO MUCH IN SERVICE TO THIS NATION.

IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0THE ORGANIZATION'S PUBLIC SUPPORT PERCENTAGE DECREASED FROM 94.19% IN 2024 TO 67.53% IN 2025. THIS DECLINE IS ATTRIBUTABLE TO A ONE-TIME, NON-RECURRING EVENT: THE DISSOLUTION OF VIGILANT TORCH ASSOCIATION (VTA), EIN 30-0579038, A RELATED 501(C)(19) ORGANIZATION, EFFECTIVE DECEMBER 31, 2024. UPON DISSOLUTION, VTA'S REMAINING NET ASSETS OF $607,427 WERE TRANSFERRED TO THE VIGILANT TORCH FOUNDATION. THIS TRANSFER WAS RECORDED AS A CONTRIBUTION IN 2024 AND IS INCLUDED IN THE FIVE-YEAR PUBLIC SUPPORT CALCULATION WINDOW. BECAUSE THE TRANSFER ORIGINATED FROM A RELATED ORGANIZATION RATHER THAN THE GENERAL PUBLIC, THE FULL AMOUNT IS TREATED AS AN EXCESS CONTRIBUTION UNDER THE 2% LIMITATION THRESHOLD, REDUCING THE NUMERATOR USED TO CALCULATE THE PUBLIC SUPPORT PERCENTAGE. THIS IS A ONE-TIME STRUCTURAL EVENT WITH NO BEARING ON THE ORGANIZATION'S ONGOING FUNDRAISING ACTIVITY OR ITS BROAD BASE OF PUBLIC SUPPORT. THE ORGANIZATION EXPECTS ITS PUBLIC SUPPORT PERCENTAGE TO NORMALIZE IN SUBSEQUENT YEARS AS THE 2024 TRANSFER EXITS THE FIVE-YEAR ROLLING CALCULATION WINDOW.

IRS990ScheduleG/SupplementalInformationDetail/ExplanationTxt0THE NET LOSS REFLECTED ON SCHEDULE G, PART II, LINE 11 IS A PRESENTATION ARTIFACT OF IRS REPORTING REQUIREMENTS AND DOES NOT REFLECT THE TRUE FUNDRAISING PERFORMANCE OF THE ORGANIZATION'S EVENTS. PER IRS INSTRUCTIONS, THE SUBSTANTIAL MAJORITY OF GROSS RECEIPTS FROM FUNDRAISING EVENTS MUST BE BIFURCATED, WITH THE CONTRIBUTION PORTION REPORTED SEPARATELY ON FORM 990, PART VIII, LINE 1C, RATHER THAN RETAINED WITHIN SCHEDULE G'S NET INCOME CALCULATION. FOR THE 2025 TAX YEAR, THE ORGANIZATION'S FUNDRAISING EVENTS GENERATED $298,148 IN CHARITABLE CONTRIBUTIONS, WHICH ARE REFLECTED IN THE ORGANIZATION'S TOTAL CONTRIBUTION REVENUE ON PART VIII. THE $102,589 IN DIRECT EVENT EXPENSES REPORTED ON SCHEDULE G PRODUCED $298,148 IN DONOR CONTRIBUTIONS, REPRESENTING A RETURN OF APPROXIMATELY $2.87 IN CHARITABLE SUPPORT FOR EVERY $1.00 INVESTED IN EVENT COSTS.
