Mission

The purpose of path is to support the louisiana public health institute through the collaborative efforts with the institute in health information, research, educational and training opportunities, and to promote positive health practices through collaboration in program initiatives and policy development, operating a health information exchange, and other activities.

The purpose of path is to advance the institute for healthcare (continued on schedule o) improvement triple aim for everyone, including vulnerable populations, through health information exchange. The triple aim is comprised of the following: 1) improve patient experience of care, 2) improve health of populations and 3) reduce the per capita cost of healthcare.

Form 990, Part VI, Section A, Line 7A

Path's supported organization, louisiana public health institute (lphi) may appoint additional members to the path board, provided that lphi appointees shall never comprise less than fifty-one percent of the path board.

Form 990, Part VI, Section B, Line 11B

The review of form 990 is scheduled at a quarterly board meeting. The independent board will review and approve form 990 before it is submitted to the internal revenue service. If the form 990 is due before the next scheduled board meeting, then a meeting is scheduled with the audit and finance committee. This committee will review and approve the form 990 prior to signatures and submission.

Form 990, Part VI, Section B, Line 12C

To ensure that the organization operates in a manner consistent with charitable purposes, the organization performs periodic reviews of the conflict of interest policy. Board members sign a conflict of interest form annually. The executive director and the lphi cfo reviews this to ensure no areas of concern. In addition, any conflicts of interest are discussed annually in the audit report and disclosed as applicable.

All management officials are employees of louisiana public health institute (ein: 72-1379921) and perform duties for path as well. Lphi has a compensation committee which reviews the compensation information, evaluates each job within the organization, and analyzes the relative worth compared to other jobs within the organization.

The organization follows the provisions of the accounting for uncertainty in income taxes topic of the codification, which clarifies the accounting and recognition for income tax positions taken or expected to be taken in the organization's income tax returns. Accounting principals generally accepted in the united states of america provide accounting and disclosure guidance about positions taken by an entity in its tax returns that might be uncertain. The organization believes that it has appropriate support for any tax positions taken, and as such, does not have any uncertain tax positions that are material to the financial statements. Penalties and interest assessed by income taxing authorities, if any, would be included in general and administrative expenses.
