Cares pays hcpa management dues on an annual basis. In 2022 that amount was $36,050. Hcpa manages financials, runs administrative meetings, manage website, social media and all accounting and finance.

Membership in the organization is open to any task force, joint venture or consortium of chemical producers or pesticide registrants, or any individual chemical producer (including processor) or pesticide registrant who desires to support development of the next generation of cares (cares ng) to advance aggregate and cumulative exposure and risk assessment modeling methods and capabilities for the benefit of the scientific, regulatory and public interest communities.

The board of directors shall be composed of a representative from each cares ng member. Between january 1 and january 31 of each year, each member in good standing shall appoint its representative, who will serve as a member of the board for that year.
