Mission and Program Overview

Mission

Project 1649 operates two transitional living homes and provides outreach and assistance to unaccompanied homeless youth in Rock County WI. Supportive services outlined in Schedule I are also provided. Project 1649 staff work with local schools and service agencies to ensure youth's basic needs are met, and that they have access to other services/support they need to become independent adults.

Provide basic needs assistance, case management support and housing options to unaccompanied homeless youth so they complete their high school education and/or increase their self-sufficiency.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 and all the applicable schedules are electronically transmitted to the Executive Director and the Board of Directors approximately one week before the form is filed. The Executive Director and the Board are given the opportunity to review, comment and seek answers to any questions they may have relating to the form. The preparer Husch Services LLC, responds within one calendar day to any questions, etc. The entire Board of Directors and the Executive Director are also provided the questions and the responses given.

Form 990, Part VI, Section B, Line 12C

The Board, Executive Director and staff annually update the conflict of interest statement at the start of the fiscal year, which is January of each year. In addition, at each Board meeting the Chairperson opens the meeting by asking the members and the Executive Director if any conflicts have arisen since the last meeting.

Project 1649 Inc makes its governing documents, the conflict of interest policy and the financial statements available to the public upon request. Whenever possible, the documents are electronically transmitted to the interested parties. IRS990/Desc0Project 1649 provides basic needs assistance for more than 300 unaccompanied homeless youth in Rock County WI each year and provides direct assistance and case management to approximately 90 youth. The organization also operates two supervised transitional living homes (one for females and one for males) which serve 30-40 youth annually. Project 1649 provides youth (transitional living home residents, community case management participants, and in-school workshop participants) with opportunities to learn and develop important independent living/life skills. In 2023, the transitional living homes served 34 youth. 94% of residents graduated or were attending school regularly, the program achieved a 100% positive exit rate, 85% obtained/increased employment and 95% of youth increased their self-sufficiency score in two or more of five key areas.
