Mission

The foundation board is comprised of members with diverse backgrounds and expertise who devote their shared commitment and passion to collectively support protection and restoration of the washington coast region salmon by providing resources and helping guide ecosystem and science-based, community-informed approaches. The board supports the highest priority needs of the coast salmon partnership with an emphasis on outcomes that are resistent to long-term change. The foundation secures diverse public and private funds to empower the partnership's durable salmon recovery outcomes in watersheds throughout the washington coast region.

Our mission is to protect and restore salmon populations in Washington's coastal watersheds. As outlined in our Sustainable Salmon Plan, we encourage and facilitate restoring and maintaining healthy habitats and ecosystems, and in turn support coastal communities.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The return preparer emails a copy of the final Form 990 to the Foundation's Program Administrator who reviews it for accuracy and clarity. The Program Administrator provides an electronic copy to the Executive Director who reviews it and provides final approval of the 990 for filing. Prior to filing, the Form 990 is distributed by email to each member of the Board of Directors for informational purposes.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

It is the responsibility of each member of the Board of Directors to disclose the existence of a conflict of interest or a potential conflict of interest as defined by the Foundation's Conflict of Interest Policy. Staff tracks these disclosures, notifies the Director about a potential conflict, and alerts the Board Chair and Vice Chair should a proposed transaction present a potential conflict. Any directors with a conflict of interest refrain from participating in discussion or voting on proposed transactions. The Chair may, at the Chair's discretion, ask the Director to withdraw from the meeting if the Director does not do so voluntarily.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Foundation Board of Directors met in executive session at their December 16, 2013 meeting to decide the salary for the Foundation's Executive Director, J. Miles Batchelder. They reviewed a chart of the current salaries and job responsibilities of the other six directors of salmon recovery regions in the state, upon which they based their decision. In addition, three of the at-the-time four board members had retired from closely aligned executive positions at the state or county levels, which gave them substantial background information and knowledge about similar positions responsibilities, salary levels and benefits. Discussions were also held with state officials managing Washington's salmon recovery funding, as well as board members from other salmon regions. After deliberation, Foundation board members determined a salary and benefits package for the Executive Director effective 12-9-2013 until changed by future Board action.

IRS990/Desc0SALMON PLAN IMPLEMENTATION: Our work is to sustain Pacific salmon in the Washington Coast Region, defined as all Washington watersheds which drain directly into the Pacific Ocean (3.75 million acres). The Foundation actively manages the development and completion of an Implementation Strategy for its Washington Coast Sustainable Salmon Plan. Each year the Foundation works with and supports local watershed groups in the process to finalize and present a list of habitat protection and restoration projects to the states Salmon Recovery Funding Board (SRFB), bringing $1.62 million of state and federal salmon recovery grant funding to on-the-ground projects in the Region. This management helps each of the local citizen and science groups identify, review and rank quality local projects, find funding and match, if required, and develop project proposal lists. Additionally, the Foundation plays a pivotal role in a broad coalition of local, state, and NGO representatives who together work to implement the 22 habitat restoration projects approved and funded by the Washington State Legislature in 2015, which has brought over $11 million in additional funding and associated jobs to the Region. There are also several other funding opportunities for salmon habitat restoration/preservation that the Foundation pursues. All of these regional collaborative efforts require the oversight, consensus-building and management of a single entity with the ability to provide an unbiased regional perspective to habitat restoration design and implementation in order to strategically approach salmon sustainability throughout the Washington Coast Region, as well as leverage the resources to accomplish it.

IRS990/ProgSrvcAccomActy2Grp/Desc0OUTREACH: Outreach and communication are essential for the long-term success of the Washington Coast Sustainable Salmon Plan implementation. Decisions on salmon recovery projects are made by local watershed groups who identify and prioritize projects in their watersheds. However, land use decisions are generally made at the county level, while funding decisions tend to be made by groups or agencies far away from impacted watersheds. We provide outreach and communication to ensure that funding, land use, and restoration decisions are compatible with our overall salmon sustainability objectives. In addition to decision-makers, we support targeted educational programs for children, the future decision-makers in the Region. The Foundation worked with the state Governors Salmon Recovery Office in fiscal year 2014/2015 on a statewide salmon recovery communication strategy. This will provide a template and messaging guidance for the development of a Coast-specific Outreach and Communications Plan in the next year.

IRS990/ProgSrvcAccomActy3Grp/Desc0LAKE OZETTE SOCKEYE: The Washington Coast Salmon Recovery Region is the only region within Washington State that is not dominated by the presence of salmon species listed under the Endangered Species Act (ESA) as endangered or threatened. However, Lake Ozette sockeye salmon are listed as threatened under ESA. A local watershed group, the Lake Ozette Sockeye Steering Committee (LOSSC), began work with the National Oceanic and Atmospheric Administration (NOAA) in 2006 to develop a recovery plan and now meets quarterly to facilitate and assist with the implementation of that Recovery Plan. We currently work in collaboration with NOAA to actively support this committee by providing half of the funding for meeting facilitation. Foundation staff also participate in all LOSSC meetings to promote communication and consensus-building, and to help identify projects for Plan implementation and funding to accomplish restoration and other Lake Ozette Sockeye recovery plan objectives.

Staff tracks these disclosures, notifies the Director about a potential conflict, and alerts the Board Chair and Vice Chair should a proposed transaction present a potential conflict. Any directors with a conflict of interest refrain from participating in discussion or voting on proposed transactions. The Chair may, at the Chair's discretion, ask the Director to withdraw from the meeting if the Director does not do so voluntarily.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2The Foundation Board of Directors met in executive session at their December 16, 2013 meeting to decide the salary for the Foundation's Executive Director, J. Miles Batchelder. They reviewed a chart of the current salaries and job responsibilities of the other six directors of salmon recovery regions in the state, upon which they based their decision. In addition, three of the at-the-time four board members had retired from closely aligned executive positions at the state or county levels, which gave them substantial background information and knowledge about similar positions responsibilities, salary levels and benefits. Discussions were also held with state officials managing Washington's salmon recovery funding, as well as board members from other salmon regions. After deliberation, Foundation board members determined a salary and benefits package for the Executive Director effective 12-9-2013 until changed by future Board action.
