Mission and Program Overview

Mission

Downtown pkb promotes downtown parkersburg, fosters economic opportunity and creates community vitality. The goal is to create a vibrant commercial district that will provide downtown businesses, workers and nearby residents with goods and services they need, as well as create educational, entertainment and tourism opportunities. In 2010, the city of parkersburg applied to be part of the west virginia ontrac (organization, training, revitalization and capacity) program and was selected to participate. The ontrac program was created by main street west virginia and the national historic trust to help cities create a comprehensive approach to economic revitalization and historic preservation by focusing on four key areas: design, promotion, economic restructuring and organization.

To stimulate and restore viability to the downtown parkersburg area through the four-point approach established by the national trust for historical preservation main street center. (1) organization by encouraging cooperation and building leadership in the community; (2) promotion by creating a positive image by promoting downtown parkersburg as an existing place to live, work, shop and invest; (3) design by improving the appearance of downtown parkersburg through education, rehabilitation, and preservation; (4) economic restructuring by providing educational and other services to strengthen and expand the economic base of downtown parkersburg.

The organizations bylaws as orginally adopted on october 8, 2012 were revised by the approval of the board of directors dated november 15, 2013. The following changes were made to the bylaws and adopted 11/15/13: article 5: board of directors abd officers section(1)members of the board of dirctors and terms of office the membership of the downtown pkb board of directors shall consist of positions elected by the membership eligible to vote and 8 ex-officio members which are comprised of one representive from the following organizations: parkersburg city coucil, wood county commissioner, parkersburg art center, actors guild, smoot theater, mcdonough foundation, blennerhassett island tourism, and convention and vistors bureau. Article 6: board of directors actions section(1) quorum a quorum shall consist of the board of directors, who are entitled to vote, and present. A quorum is necessary for the transaction of any and all business. Article 6: board of directors actions section(2) waiver of notice this section was deleted from the bylaws.
