During the tax year, the organization revised its mission statement. The new mission statement was adopted by the board of directors on 2/25/2025. The revision reflects the organization's shift to emphasize increased critical career and life skills to strengthen the regional workforce and better serve its exempt purpose. During the tax year, horizon education alliance, inc. Adopted amended and restated bylaws, effective february 25, 2025. The following significant changes were made to the organization's governing documents: 1. Purpose statement revised: the bylaws were amended to expand the organization's mission, emphasizing the provision of high-quality, innovative educational services through collaboration with schools and community partners, and strengthening the regional workforce. Language was added to clarify compliance with internal revenue code section 501(c)(3). 2. Board of directors structure: the size of the board was reduced from 24 members to a range of 5-13 members. The composition was changed to ensure balanced representation from education, business, and the region, with at least two seats reserved for public education representatives. Staggered terms and indefinite superintendent terms were removed; all directors now generally serve three-year terms, with a limit of three consecutive terms. 3. Board responsibilities: the bylaws now include explicit board responsibilities, such as determining mission and values, approving budgets, developing policies, and hiring/evaluating the chief executive officer. 4. Officer roles: the roles of secretary and treasurer may now be filled by staff members who are not directors. 5. Conflicts of interest policy: a formal conflict of interest policy was adopted within the bylaws, requiring declaration and recusal of board members with material interests in matters before the board. 6. These changes were approved by the board of directors on february 24, 2025, and were effective beginning february 25, 2025. PART X, LINE 2:

The organization is a nonprofit organization that is exempt from income taxes under section 501(c)(3) of the internal revenue code. The internal revenue service has determined that the organization is not a private foundation within the meaning of section 509(a). The income taxes topic of fasb asc 740 clarifies the accounting for uncertainty in income taxes recognized in an entity's financial statements. Asc 740 requires an entity to disclose the nature of uncertain tax positions taken, if any, when filing its income tax return utilizing a two-step process to recognize and measure any uncertain tax positions taken. The entity recognizes a tax benefit only if it is more likely than not the position would be sustained in a tax examination, with a tax examination being presumed to occur. No tax benefit will be recorded on tax positions not meeting the more likely than not test. Interest and penalties accrued or incurred, if any, as a result of applying asc 740 will be recorded to interest expense and other expense, respectively. Based on its evaluation, the organization has concluded that there are no uncertain tax positions requiring recognition in its financial statements. The organization's evaluation was performed for all federal and state tax periods still subject to examination. The organization's 2021 through 2023 federal and state exempt organization returns remain subject to examination by the irs and the state taxing authority.

THE IET FUNDING SUPPORTS HEA'S PARTNERSHIP WITH WORKFORCE EDUCATION CONSULTANTS AND THE ELKHART COUNTY JAIL TO DELIVER THE CERTIFIED LOGISTICS ASSOCIATE (CLA) CERTIFICATION TO INCARCERATED ADULTS. HEA SERVES ADULTS IN THE HIGH SCHOOL EQUIVALENCY (HSE) PROGRAM (ENGLISH AND SPANISH), ENGLISH LANGUAGE LEARNING (ELL) PROGRAM AND LITERACY PROGRAM AS WELL, WITH A FOCUS ON TRANSITIONING ADULTS INTO CERTIFICATION PROGRAMS. CAREER QUEST WAS LAUNCHED IN APRIL 2019 TO PROVIDE ALL 7TH GRADERS WITH THE OPPORTUNITY TO EXPLORE CAREERS IN FOUR HIGH-DEMAND INDUSTRIES: ADVANCED MANUFACTURING, CONSTRUCTION, HEALTH SCIENCES AND INFORMATION TECHNOLOGY. MANUFACTURING DAY IS PROVIDED TO 8TH GRADERS EACH YEAR, WITH OPPORTUNITIES FOR STUDENTS TO TOUR LOCAL MANUFACTURING SITES AND LEARN ABOUT THE CAREERS AVAILABLE IN THE LOCAL COMMUNITY. ALL SEVEN SCHOOL DISTRICTS, IVY TECH, AND LOCAL BUSINESSES COLLABORATED TO LAUNCH CAREERWISE YOUTH APPRENTICESHIPS IN 2019. YOUTH APPRENTICESHIPS UTILIZE AN 'EARN AND LEARN' MODEL IN WHICH HIGH SCHOOL STUDENTS EARN A WAGE AS THEY DO MEANINGFUL WORK ALONGSIDE SUPPORTIVE ADULT MENTORS. YOUTH APPRENTICESHIPS PREPARE STUDENTS FOR CAREERS, DIVERSIFY THE TALENT PIPELINE AND DELIVER OUTCOMES FOR BUSINESSES. ALL OF THE CAREERWISE ELKHART COUNTY YOUTH APPRENTICESHIPS ARE REGISTERED WITH THE US DEPARTMENT OF LABOR, MEANING STUDENTS EARN A PORTABLE, NATIONALLY-RECOGNIZED CREDENTIAL UPON COMPLETION. TRIPLE P IS ONE OF THE MOST EVIDENCE-BASED PARENTING PROGRAMS IN THE WORLD, DESIGNED TO OFFER PARENTING SUPPORT TO ALL PARENTS FROM BEFORE THEIR CHILD'S BIRTH THROUGH THEIR ADOLESCENCE. THIS SUPPORT IS PROVIDED AT DIFFERENT LEVELS OF INTENSITY AS NEEDED, IN PARENT-FRIENDLY SETTINGS THROUGHOUT THE COMMUNITY.
