Supplemental Narrative

Financial Statement Notes

PART X, LINE 2:

In june 2006, the financial accounting standards board (fasb) issued fasb asc no. 740-10 [formerly interpretation no. 48 (fin 48)], accounting for uncertainty in income taxes, which is an interpretation of asc 740's (formerly sfas no. 109), accounting for income taxes. Fasb asc no. 740-10 clarifies the accounting for uncertainty in income taxes recognized in the national association of state boards of education's financial statements in accordance with asc 740's and prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. Fasb asc no. 740-10 requires the evaluation of tax positions taken or expected to be taken in the course of preparing the national association of state boards of education's tax return to determine whether the tax positions have a "more-likely-than-not" probability of being sustained by the applicable tax authority. The national association of state boards of education performed an evaluation of uncertain tax positions for the year ended december 31, 2013, and determined that there were no matters that would require recognition in the financial statements or that may have any effect on its tax-exempt status. As of december 31, 2013, the statute of limitations for tax years 2010 through 2012 remains open with the u.s. Federal jurisdiction or the various states and local jurisdictions in which the organization files tax returns. It is the association's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense. As of december 31, 2013, the association had no accruals for interest and/or penalties.

IRS990/Desc0COMMON CORE STANDARDSIN 2009 THE COUNCIL OF CHIEF STATE SCHOOL OFFICERS AND THE NATIONAL GOVERNORS ASSOCIATION IN PARTNERSHIP WITH THE NATIONAL ASSOCIATION OF STATE BOARDS OF EDUCATION, ACHIEVE, ACT, THE COLLEGE BOARD LAUNCHED THE COMMON CORE STATE STANDARDS INITIATIVE, A STATE-LED PROCESS OF ADOPTING COMMON STANDARDS IN ENGLISH LANGUAGE ARTS AND MATHEMATICS ACROSS THE NATION. THIS INITIATIVE PROVIDES STATES WITH FEWER, CLEARER, AND HIGHER STANDARDS THAT ARE RESEARCH-AND-EVIDENCE BASED AND INTERNATIONALLY BENCHMARKED. HAVING COMMON STANDARDS IS A SIGNIFICANT AND HISTORIC MOVEMENT AS STUDENTS WILL NOW HAVE CLEARER AND CONSISTENT EXPECTATIONS ACROSS THE NATION, WHICH WILL HELP MINIMIZE ACADEMIC CHALLENGES WHEN MOVING ACROSS STATE OR DISTRICT LINES. BY ADOPTING THESE STANDARDS, STATES WILL BE BETTER EQUIPPED TO PREPARE STUDENTS WITH THE KNOWLEDGE AND SKILLS THEY NEED TO SUCCEED IN COLLEGE AND IN A CAREER WORKFORCE IN A GLOBAL ECONOMY.NASBE IS AN EQUAL PARTNER WITH THE COUNCIL OF CHIEF STATE SCHOOL OFFICERS AND NATIONAL GOVERNORS ASSOCIATION ON THE COMMON CORE STANDARDS INITIATIVE. THE THREE ORGANIZATIONS ARE WORKING CLOSELY TOGETHER TO FACILITATE THE DIALOGUE RELATED TO STANDARDS IMPLEMENTATION. THE FOCUS OF THIS EFFORT IS TO ENGAGE STATE BOARDS OF EDUCATION, OTHER GOVERNING BODIES, AND THE LARGER PUBLIC IN SUPPORTING THE IMPLEMENTATION OF A RIGOROUS AND USEABLE SET OF ACADEMIC STANDARDS UPON WHICH A ROBUST AND COHERENT EDUCATIONAL SYSTEM CAN BE BASED. TO DATE, 45 STATES, THE DISTRICT OF COLUMBIA AND 3 U.S. TERRITORIES HAVE ADOPTED THE COMMON CORE STATE STANDARDS IN BOTH ENGLISH LANGUAGE ARTS AND MATHEMATICS.
