The coo is responsible for collecting all required materials needed by the accountants to prepare the federal form 990. Once the form is completed, the accountants provide a draft of the return to the coo for review, and any updates or corrections are submitted to the accountants for review. A revised draft is then submitted to the coo for review. Once the revised draft has been reviewed and is satisfactory, the revised draft is then submitted to the full board of directors for their review prior to being filed with the internal revenue service.

All board of directors are required to have executed a written acknowledgement that they have (a) received a copy of acp's bylaws, which contain the conflicts of interest policy; (b) read and understood the policy; (c) agree to comply with the policy; and (d) understand that acp is charitable and in order to maintain its federal tax exemption, it must be engaged primarily in activities which accomplish one or more of its tax exempt purposes.

Salaries were initially set based on industry standards for the type of work being done with adjustments with consideration of being a non-profit organization. Both the ceo and coo took significant pay cuts in comparison to their previous positions with similar responsibilities. The salaries were reviewed and approved by the board. It is now our standard process to review and vote on salaries at our annual board meeting where the results are recorded in our minutes.

FORM 990 - ORGANIZATION'S MISSION

The mission of a connected planet (acp) is to provide telecommunications and technical assistance to enable information sharing and to improve the education & healthcare services provided to children in the developing world.

Form 990, Page 2, Part III, Line 4A

Acp work in the republic of haiti this year remained focused on the "education de qualit pour tous" (eduquat). Since 2017 we have managed the development of tri-lingual mathematics education applications for mobile devices in french, haitian creole and english languages. The eduquat program is a very large initiative to pilot a financially sustainable educational business model to increase the quality of education in haiti. The inter-american development bank (idb) is funding the initiative. The pilot program is scheduled to last 3 years and is being led by les frres de l'instruction chrtienne (fic) in port-au-prince. A dozen primary and/or secondary schools servicing approximately 10,000 students around the country are part of the fic network. In 2017 we delivered the core application, style guide and started teacher training at 9 pilot schools in port au prince, haiti. During 2018 we conducted workshops and instituted a training program for developers. During 2019 development of the applications went into full production mode. At the peak acp was managing 36 developers from 4 organizations in haiti and was responsible for the integration of all developed components into the core applications. Additionally, acp was responsible for the publication of all applications. During 2018 we released the first, second and third grade applications on the google play application store and in 2019 we produced the beta releases for grades four, five and six. We will be completing the applications in the coming year and will be starting on french language arts. The civil unrest in haiti during this fiscal year resulted in many obstacles in our production cycle. Fortunately, we can report that though we suffered setbacks we have been able to continue working closely with the developers in haiti thanks to the close working relationships we have established with our partners and through the use of internet communications. During the year acp continued work maintaining its library of free applications in the google play and apple itunes stores. Acp maintains two types of education-related mobile applications. The first type of applications is general education apps which are used to teach basic letter, word and number recognition. The second type of application are digital book apps based on hard copy books produced by the mother tongue books (mtb) program started by the matnwa community learning center on the island of la gonve, haiti. The applications support the haitian creole, french, and english languages.

Acp continued providing policy and planning support to the department of defense, united states central command (uscentcom) in the areas of information sharing and dissemination. Acp provides an unclassified information sharing (uis) liaison officer to various national level agencies in the washington dc national capital region and advisors at uscentcom headquarters in tampa, fl. The primary focus of their work is on the development of policies and procedures that allow information sharing. For example, in the past year acp has spearheaded initiatives with multiple coalition partners to share us information related to religious, educational and cultural sites which by international law must be excluded from military operations in combat areas because of their humanitarian nature. Acp is continuing efforts started in past years to share information threat alert messages with non-profit, commercial and military partners in the conflict areas of iraq, syria and afghanistan. Acp continues to work on the policy changes required to release other types of information.

FOR EXAMPLE, IN THE PAST YEAR ACP HAS SPEARHEADED INITIATIVES WITH MULTIPLE COALITION PARTNERS TO SHARE US INFORMATION RELATED TO RELIGIOUS, EDUCATIONAL AND CULTURAL SITES WHICH BY INTERNATIONAL LAW MUST BE EXCLUDED FROM MILITARY OPERATIONS IN COMBAT AREAS BECAUSE OF THEIR HUMANITARIAN NATURE. SINCE 2017 WE HAVE MANAGED THE DEVELOPMENT OF TRI-LINGUAL MATHEMATICS EDUCATION APPLICATIONS FOR MOBILE DEVICES IN FRENCH, HAITIAN CREOLE AND ENGLISH LANGUAGES. THE EDUQUAT PROGRAM IS A VERY LARGE INITIATIVE TO PILOT A FINANCIALLY SUSTAINABLE EDUCATIONAL BUSINESS MODEL TO INCREASE THE QUALITY OF EDUCATION IN HAITI. THE INTER-AMERICAN DEVELOPMENT BANK (IDB) IS FUNDING THE INITIATIVE. THE PILOT PROGRAM IS SCHEDULED TO LAST 3 YEARS AND IS BEING LED BY LES FRRES DE L'INSTRUCTION CHRTIENNE (FIC) IN PORT-AU-PRINCE. A DOZEN PRIMARY AND/OR SECONDARY SCHOOLS SERVICING APPROXIMATELY 10,000 STUDENTS AROUND THE COUNTRY ARE PART OF THE FIC NETWORK. IN 2017 WE DELIVERED THE CORE APPLICATION, STYLE GUIDE AND STARTED TEACHER TRAINING AT 9 PILOT SCHOOLS IN PORT AU PRINCE, HAITI. DURING 2018 WE CONDUCTED WORKSHOPS AND INSTITUTED A TRAINING PROGRAM FOR DEVELOPERS. DURING 2019 DEVELOPMENT OF THE APPLICATIONS WENT INTO FULL PRODUCTION MODE. AT THE PEAK ACP WAS MANAGING 36 DEVELOPERS FROM 4 ORGANIZATIONS IN HAITI AND WAS RESPONSIBLE FOR THE INTEGRATION OF ALL DEVELOPED COMPONENTS INTO THE CORE APPLICATIONS. ADDITIONALLY, ACP WAS RESPONSIBLE FOR THE PUBLICATION OF ALL APPLICATIONS. DURING 2018 WE RELEASED THE FIRST, SECOND AND THIRD GRADE APPLICATIONS ON THE GOOGLE PLAY APPLICATION STORE AND IN 2019 WE PRODUCED THE BETA RELEASES FOR GRADES FOUR, FIVE AND SIX. WE WILL BE COMPLETING THE APPLICATIONS IN THE COMING YEAR AND WILL BE STARTING ON FRENCH LANGUAGE ARTS. THE CIVIL UNREST IN HAITI DURING THIS FISCAL YEAR RESULTED IN MANY OBSTACLES IN OUR PRODUCTION CYCLE. FORTUNATELY, WE CAN REPORT THAT THOUGH WE SUFFERED SETBACKS WE HAVE BEEN ABLE TO CONTINUE WORKING CLOSELY WITH THE DEVELOPERS IN HAITI THANKS TO THE CLOSE WORKING RELATIONSHIPS WE HAVE ESTABLISHED WITH OUR PARTNERS AND THROUGH THE USE OF INTERNET COMMUNICATIONS. DURING THE YEAR ACP CONTINUED WORK MAINTAINING ITS LIBRARY OF FREE APPLICATIONS IN THE GOOGLE PLAY AND APPLE ITUNES STORES. ACP MAINTAINS TWO TYPES OF EDUCATION-RELATED MOBILE APPLICATIONS. THE FIRST TYPE OF APPLICATIONS IS GENERAL EDUCATION APPS WHICH ARE USED TO TEACH BASIC LETTER, WORD AND NUMBER RECOGNITION. THE SECOND TYPE OF APPLICATION ARE DIGITAL BOOK APPS BASED ON HARD COPY BOOKS PRODUCED BY THE MOTHER TONGUE BOOKS (MTB) PROGRAM STARTED BY THE MATNWA COMMUNITY LEARNING CENTER ON THE ISLAND OF LA GONVE, HAITI.
