Any member that has a conflict of interest must recuse himself/ herself from deliberation, discussion and voting on that topic. Once a decision has been made by the board, a sub-committee of non-interested parties is formed to determine who is hired an/or determine compensation. The amounts allotted for salary, benefits, and formal business conracts are approved with the annual budget each year.”
