Mission

The primary objective and purpose of CWI shall be 1)to improve the outcome, opportunities and lives of children and families impacted by the child welfare system; 2)to assure the safety, health, education and well-being of such children; and 3)to improve the child welfare.

CWI implements programs and practices that produce measurable improvements in the lives of children and families involved in child welfare systems.

Form 990, Part VI, Section B, line 15A

The process for determining compensation for the Executive Director and key employees includes a review, discussion and approval of the Board of Directors with respect to the compensation arrangement, and independent of the person being compensated. The Board of Directors makes compensation decisions by looking at comparability data, the skills and expertise of the executive and the performance in meeting goals and expectations and maintain contemporaneous substantiation of the deliberation and decision.

On December 2, 2014, the Boards of SCFFA completed a merger of the two entities to leverage resources and take advantage of a unique opportunity to blend policy work and research with direct service access to articulate and implement effective practices in foster care, in order to bring about lasting, meaningful change. As of the fiscal year ended December 31, 2014 $500,000 of CWI's assets had been transferred to SCFFA as part of the merger.

Part X, Line 2:

CWI is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by CWI in its federal and state exempt organizations tax returns are more likely than not to be sustained upon examination. CWI's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.
