IRS990ScheduleA/FactsAndCircumstancesTestTxt0OCF IS A PUBLIC CHARITY BECAUSE IT SATISFIES THE TEN PERCENT AND FACTS AND CIRCUMSTANCES TEST DESCRIBED IN SECTION 1.170A-9(E)(3) OF THE TREASURY REGULATIONS. THE PERCENTAGE OF SUPPORT RECEIVED BY OCF FROM THE PUBLIC (25.14%) IS SUBSTANTIAL AND WELL IN EXCESS OF THE 10% MINIMUM. AS REFLECTED IN THIS RETURN, AND WITH THE EXCEPTION OF ONE SIGNIFICANT DONOR, OCF'S SUPPORT IS FROM A DIVERSE GROUP OF SUPPORTERS AND THE GENERAL PUBLIC. MOST DONATIONS TO OCF ARE RESTRICTED FOR PARTICULAR PURPOSES AND IN THAT WAY OCF IS ACCOUNTABLE TO THOSE DONORS THROUGH THE FULFILLMENT OF THOSE RESTRICTIONS.OCF ALSO RAISES SIGNIFICANT FUNDS FOR OTHER CHARITABLE ORGANIZATIONS AND PROGRAMS. IN THE MAJORITY OF CASES, FUNDS ARE SENT DIRECTLY FROM DONORS TO THIRD PARTY GRANTEES INSTEAD OF BEING DONATED TO OCF.OCF'S GOVERNING BODY REPRESENTS THE BROAD INTERESTS OF THE PUBLIC AND NOT THE PERSONAL INTERESTS OF A LIMITED NUMBER OF DONORS. THE GOVERNING BODY IS NOT MADE UP OF INDIVIDUALS FROM ONE SINGLE FAMILY; RATHER, THE BOARD IS COMPRISED OF A BROAD MIX OF UNRELATED MEMBERS IN THE CHICAGO METROPOLITAN AREA. THESE DIRECTORS REPRESENT A BROAD CROSS SECTION OF CHICAGO COMMUNITIES, EXPERIENCES, AND INTERESTS. THE ORGANIZATION PROVIDES GRANTS TO OTHER NFP AND CIVIC ORGANIZATIONS TO SUPPORT THE IMPROVEMENT OF DAILY EXPERIENCES OF CHICAGO RESIDENTS THROUGH COORDINATED PHILANTHROPY - PRIMARILY FOR AFFORDABLE HOUSING, PUBLIC SAFETY, OPEN SPACE, EDUCATION, ARTS AND CULTURE AND IMMIGRATION. MEMBERS OF THE PUBLIC WITH SPECIAL KNOWLEDGE OR EXPERTISE PARTICIPATE IN THE PROGRAMS OF OCF.IN THIS MANNER, OCF MEETS THE FACTS AND CIRCUMSTANCES TEST FOR 2023.
