“Form 990 is prepared by the Vice President with the guidance and review of an accountant familiar with 501(c)(3)organization filing requirements in general and this organization in particular. After further review by the president and, as needed, an attorney who serves as a voluntary advisor to the board, advance copies are supplied to the board financial review committee when the form is submitted, copies also being supplied to the full board and to an independent non-profit organization for posting to their public-access website.”

“From its inception the organization adopted a written conflict of interest policy that complies with the guidance established by the Evangelical Council for Financial Accountability (ECFA). Directors and officers are required to sign a statement affirming their understanding and agreement to comply fully with the policy in the discharge of their individual and joint responsibilities, with such statement being reviewed annually in conjunction with the stated annual meeting of the board. Under the policy the board is required to take cognizance of any potential conflict of interest as defined by the policy and take positive action to determine if such a conflict might occur and how it can be resolved in compliance with the policy, all such actions to be noted in appropriate board meeting minutes.”

“OTHER PROGRAM SERVICES 4: In Czech Republic -- Combined Ministries under the coordination leadership of the president: Existing partnerships were established and strengthened in the areas of youth and church-planting ministries; translating and publishing projects; continued development of an Internet website for leaders of youth ministries; Internet-based envangelism and outreach; general engagement and assestance with church and ministry leaders. OTHER PROGRAM SERVICES 5: Moldova -- Harvest Foundation: Partnership with a long-established ministry in southern Moldova region called Gagauzia, a semi-autonomous republic, where people are of Turkish background and also speak the Turkish language. In close cooperation with local churches, three areas of ministry are targeted: 1. A Christian after-school program which attracts many unchurched students and effectively reaches out into the community; 2. Children and youth camps with many hundreds of kids each summer (typically about 40% of the kids come from unchurched backgrounds and many come to a personal faith in Christ); 3. An Ambassadors Together program, where teams of mostly students are trained and sent out for international outreach in neighboring countries. OTHER PROGRAM SERVICES 6: In Transylvania, Romania, among the Hungarian ethnic group, The Bonus Pastor Foundation ministers to those seeking recovery from addictions. Responsibilities include development and coordination of the volunteer work team program supporting the ministry of the long=term therapy center in the village Ozd. OTHER PROGRAM SERVICES 7: Czech Republic -- Majak (Lighthouse): Established ministry serving primarily in the eastern part of the country in church-planting and training pastors and lay-leaders. OTHER PROGRAM SERVICES 8: Direct, Personal Ministry of 4D President: extensive travel through Eastern Europe with temporary residency in the region in order to maintain, supervise and develop the partnership programs with the local ministry partners -- reviewing their aims, programs and projects fitting with the global ministry goals and strategy of 4D. In 2018 this resulted in developing a new partnership in Serbia with Marita Ministries, a local ministry focused on preventing addictions and helping those affected by addictions. The previous aims of refreshing and planting churches in Czech Republic continue to be an important focus, among the four ministries located in Czech Republic, as well as significant input in the local ministries in Romania, Moldova and Belarus. The involvement in the major leadership event, European Leadership Forum, held annual in Wisla, Poland, has provided another opportunity to serve in a mentoring capacity for the participants interested in developing ministry partnerships. OTHER PROGRAM SERVICES 9: Czech Republic -- Church Revitalization: A ministry associated with the largest Evangelical denomination in the country (Cirkev Bratrska -- Brethren), assisting local congregations and church leaders seeking to become missional in their vision and ministry directions and practice. OTHER PROGRAM SERVICES 10: General Support -- Eastern Europe: Ministry leadership training and networking initiatives, including sponsorship for attendance at the annual European Leadership Forum, plus support of camps, meetings and conferences. OTHER PROGRAM SERVICES 11: Poland -- New Europe Communications: Established media (radio and Internet) ministry for which 4D helps sponsor a strategy conference in the US for national ministry leaders and the US-based NEC support organization for review and further development of ministry initiatives and provides other US-based administrative support where possible. OTHER PROGRAM SERVICES 12: Belarus -- Christian Media Mission: Ministry to share Christ through both print and electronic formats with a Russian language monthly newspaper reaching about 10,000 people that is produced in close cooperation with local churches.
