Mission and Program Overview

Mission

TRU is a democratic membership organization of working and poor people building power to change society for the good of humanity and of the planet. We fight for every human being to have access to safe, affordable and accessible public transit. We interpret our mission broadly to include the many ways public policy and decision-making influences the quality of life of our members and their mobility, including access to shelter and stable housing, public space, good wages and working conditions, etc.

In 2021, TRU's most significant activities included coalition-building and renter organizing to win programs and policies to prevent evictions and strengthen tenant protections in King County; advocating in the City of Seattle budget process to fund public transit, multimodal infrastructure and affordable housing; and a volunteer-run project providing direct aid to people living unsheltered.

Governance Explanations

Form 990, Part VI, Section A, Line 1B

One member of our board (the president) is not independent because she is also a paid employee (campaign coordinator) of the organization.

Form 990, Part VI, Section A, Line 6

TRU is a membership organization. We have sliding-scale dues.

Form 990, Part VI, Section A, Line 7A

TRU's members elect officers (board members) annually.

Form 990, Part VI, Section A, Line 7B

While the board can make time-sensitive and minor decisions on its own, significant organizational decisions are brought to the membership at monthly meetings. Decisions of the membership are reaffirmed at monthly meetings of the board, as the official decision-making body according to our bylaws.

Form 990, Part VI, Section B, Line 11B

This form 990 was completed by our president, Katie Wilson, using financial information provided by our bookkeeper. It was then shared with the bookkeeper and with all board members. No review was or will be conducted.

Form 990, Part VI, Section B, Line 15

In determining the salary of our campaign coordinator, the board took into account what they knew of salaries at several peer non-profits, in addition to other considerations, and brought a proposal for discussion and approval to the membership. Since the campaign coordinator is also a board member, she was excluded from decision-making regarding this issue on the board and at the membership meeting.

Form 990, Part VI, Section C, Line 19

No documents were made available to the public.

Form 990, Part VII, Section A, Line 1A

I don't think we are actually required to list compensation for our campaign coordinator, since this (and the total compensation of all employees and independent contractors) is less than $100,000. However, we included this to make clear that Katie Wilson is compensated for a specific role as an employee of the organization and not in her capacity as a director or officer.

Additional Explanations

Form 990, Part III, Line 2

In early 2021, TRU convened a new coalition called Stay Housed Stay Healthy to work on issues related to evictions and renter protections during the COVID-19 pandemic.

Form 990, Part III, Line 4D

Other program services include (1) Monopoly and anti-trust education, including hosting workshops, (2) Public advocacy on approaches to the homelessness crisis, (3) State legislative advocacy engaging members in lobbying state legislators on TRU's priorities, (4) Co-hosting candidate forums for local candidates for elected officials on transportation and other issues of interest to our members.

Form 990, Part IX, Line 11G

This amount includes payments to three independent contractors (in the amounts $18,000, $2,250, and $4,500) for services rendered successively as Lead Organizer over the course of the year (for periods of 8 months, 1 month, and 2 months). The remainder was to an independent contractor who acted as moderator for two candidate forums.

Form 990, Part XI, Line 9

I'm pretty sure these are rounding differences, based on putting cents amounts into the fields and having them automatically round up or down.

IRS990/Desc0Stay Housed Stay Healthy Coalition: TRU helped to build and convene a coalition of over 50 organizations to inform and organize renters and champion renter interests during the COVID-19 pandemic. We pushed for eviction moratoriums and other emergency protections and also for stronger permanent renter protections. Successes included connecting renters in crisis with coalition partners to help them access rental assistance and free legal services; winning emergency eviction moratoriums in cities including Seattle, Kenmore, Kirkland and Burien; winning additional emergency protections like legal defenses to eviction for pandemic-related rental debt in Seattle and Kenmore; passing several pieces of legislation in Seattle to strengthen permanent renter protections, including stronger "Just Cause" eviction protections and relocation assistance in cases of very large rent increases; and passing a strong package of renter protections for unincorporated areas of King County including Just Cause protections, 120 days notice of rent increases greater than 3%, capping late fees at 1.5% of monthly rent, capping move-in fees at one month's rent and allowing payment in installments, allowing tenants on fixed incomes to change their rent due date, and banning requirement of a social security number on rent applications. We mobilized dozens of renters to testify at council meetings and many more to send emails and advocate for stronger protections.

IRS990/ProgSrvcAccomActy2Grp/Desc0Camp Outreach Project: TRU members continued a 100% volunteer-run project providing direct assistance to people living unsheltered during the COVID-19 pandemic, when a severe shortage of shelter and affordable housing has left many people without a stable home. Volunteers cooked weekly meals to serve at several homeless encampments where they built relationships and assisted the residents. They also purchased basic supplies like water, clothing, batteries and fuel, especially during the winter months. TRU members fundraised from individual supporters specifically for this project, so it was funded entirely through individual donations intended for this work. This project served around 60 homeless individuals every week throughout the year, and over 25 TRU members and volunteers participated in running the program.

IRS990/ProgSrvcAccomActy3Grp/Desc0Solidarity Budget & Move All Seattle Sustainably Coalitions: TRU participated in several coalitions focused on the City of Seattle's budget process, activating about 200 members and residents to speak at budget hearings and email or call councilmembers to push for their priorities. We focused on securing funds for multimodal transportation projects in underserved communities, including sidewalks, bike lanes and transit improvements; shifting funds away from harmful policing models to community-supported approaches to public safety and investing in Black and brown communities; and expanding investments in affordable housing, equitable development and homeless shelters and services. Successes included restoring a community-driven spending plan for the recently-passed JumpStart Seattle tax on large corporations, with a focus on funding Green New Deal priorities, affordable housing and the Equitable Development Initiative; securing millions of dollars for sidewalks and safe streets infrastructure upgrades; and winning a commitment to create a new progressive revenue task force to explore the city's funding options and ways to make our regressive tax system more equitable.
