Form 990, Part VI, Section B, Line 12C

Ecolibrium3's conflict of interest policy applies to the board, officers, management employees, those making purchasing decisions, and anyone who has proprietary information concerning ecolibrium3. Annual disclosure is required per our policy. If a conflict exists (none to date), the conflicted party will be excluded from decision making where there is a conflict. Depending on the nature of the conflict, this may involve abstention from a single vote to resignation from position. All business must be conducted in the interest of the organization and at arms length.

Form 990, Part VI, Section B, Line 15A

A third-party consultant assisted the board of directors in conducting a wage study for ceo compensation in september of 2011 for the 2012 fiscal year. The wage study included comparative data for similar positions and organizations in the region and state as developed by the minnesota council of nonprofits and 990 reviews. The board held a review of this information, established the job description and compensation for the ceo at their september 2011 regular board meeting. Documentation is available in the meeting minutes.

In 2018, ecolibrium3 expanded our capacity builidng in duluth toward a resilient future by increasing our americorps vista program from 8 to 16 members. Vistas are working with ecolibrium3 and a dozen partner agencies on housing, food security, opioid reduction, disaster preparedness, reducing the opportunity gap for children, and increasing economic equity. We also launched a project to increase the energy efficiency of small rental housing within duluth.

THE SECOND IS A FOCUS ON COMMUNITY RESILIENCE INCLUDING ASPECTS OF ENERGY TRANSITION, HOUSING STOCK IMPROVEMENT, ECONOMIC SECURITY, AND HEALTH. ECOLIBRIUM3'S CORE COMPETENCIES INCLUDE INNOVATION, INTEGRATION, AND INSPIRATION. WE EXCEL AT UNDERSTANDING THE HIGH LEVEL CHALLENGES AND THEN DESIGNING AND IMPLEMENTING PROGRAMS, PARTNERSHIPS, AND PROJECTS THAT ADDRESS THOSE ISSUES. ECOLIBRIUM3'S FLAGSHIP PROGRAM IS THE DULUTH ENERGY EFFICIENCY PROGRAM. DEEP HAS ACHIEVED A CONVERSTION RATE OF 65% BY COORDINATING AUDITS, COUNSELING ON RECOMMENDATIONS, BUNDLING FINANCIAL INCENTIVES, ASSISTING IN CONTRACTING, CONDUCTING QUALITY ASSURANCE AND RAISING FUNDS FOR GRANTS TO HOUSEHOLDS. DEEP MAINTAINS AN EQUIPMENT LENDING LIBRARY FOR CONTRACTORS AND HOMEOWNERS, OFFERED SCHOLARSHIPS FOR CONTRACTOR ENERGY TRAINING, HAS HELPED SAVE OVER 600 PARTICIPATING HOUSEHOLDS MORE THAN $600 PER YEAR ON ENERGY COSTS, AND ARE REDUCING CARBON FOOTPRINTS. IN 2016, WITH A LACK OF CONTRACTOR AVAILABILITY, ECOLIBRIUM3 LAUNCHED A NEW VOLUNTEER-BASED PROGRAM TO ASSIST LOW-INCOME, ELDERLY, DISABLED, AND/OR VETERAN HOUSEHOLDS COMPLETE ENERGY IMPROVEMENTS WHICH WAS FURTHER EXPANDED TO REACH LOW-INCOME HOUSEHOLDS IN NORTHEASTERN MINNESOTA IN 2017.
