The Executive Director receives his compensation from Wycliffe Bible Translators and is seconded to SIL International. Wycliffe Bible Translators sets compensation periodically for its employees based on comparability data related to job position and living conservatively in an assigned location. SIL LEAD pays SIL International a contracted amount for the Executive Director's services. The amount paid to SIL is reviewed annually by the SIL LEAD Board of Directors and closely matches the salary amount paid by Wycliffe Bible Translators.

IRS990/Desc0During FY17, SIL LEAD participated as a subcontractor on ten language development projects funded by USAID. SIL LEAD continued its work in Ethiopia and Nepal as a subcontractor to RTI International and in Afghanistan as a subcontractor to Creative Associates International. In addition, SIL LEAD began work on two new projects: a four-year project in Senegal with Chemonics International and a two-year project in Ghana with FHI360. SIL LEAD also participated as a subcontractor on several shorter-term and multi-year fixed price contracts funded by USAID involving work with Chemonics International, RTI International, Creative Associates International, the International Rescue Committee, and University Research Co. Each of these projects is designed to support the corresponding Ministries of Education in their efforts to improve the quality of education in their nations. SIL LEAD's involvement in these projects generally involves technical assistance in curriculum review, evaluation, and design; policy review and support; enhancement of local capacity through training and consultation; development and production of instructional materials; the training of writers, teachers, and trainers; and facilitation and support of workshops in each of these areas. Specific FY17 accomplishments include: 1) Afghanistan ACR (Creative Associates): completed revision of grade 1&2 materials in Dari and Pashto (student book and teacher guides); developed materials for grade 3 in both Dari and Pashto; completed language mapping report; provided technical assistance with Early Grade Reading Assessment (EGRA) and benchmarking for early grade reading; developed content and courses for Occupational Capacity Development Program (OCDP) and pre-service teacher training; 2) Senegal ACR (Chemonics): completed materials development for grade 1 in Seerer language; facilitated two sessions of teacher training, coaching and supervision workshops; 3) Ghana Learning (FHI360): led two 8-week materials development workshops in Tamale, Ghana during FY17; provided remote literacy and multilingual education expertise to the project; developed early grade reading materials for 11 Ghanaian languages; 4) Ethiopia READ TA (RTI): completed supplementary materials development workshop for grades 1-8 in English; 5) Nepal EGRP (RTI): SIL LEAD supported RTI International in its efforts to develop Nepali and Rana Tharu teaching learning materials and Early Grade Reading Assessment training and monitoring; 6) Democratic Republic of the Congo ACCELERE! (Chemonics): provided linguistic and orthographic advice; conducted one training workshop on the use of Bloom software and one training workshop on the use of SynPhony software; provided training to survey enumerators who subsequently conducted sociolinguistic surveys of pupil and teacher language use; 7) Malawi MERIT (RTI): provided capacity building to staff of the Malawi Ministry of Education, Sports, and Technology; provided guidance and technical assistance for the development of student textbooks and corresponding teacher's guides in the Chichewa language for grades 2-4 and English language for grades 2-4; 8) Mozambique VAMOS LER! (Creative Associates): performed analysis of three languages of Mozambique; provided training and technical assistance to project staff for the development of instructional materials; delivered specialized software for education specialists to use in designing learning materials; trained staff in the use of the software; provided guidance and input to staff as they used the tool for program design, 9) Pakistan Reading Project (International Rescue Committee): performed analysis of three languages of Pakistan; trained project staff to use the resulting specialized software in the design and development of instructional materials in those languages; 10) REACH Enabling Writers Project (University Research Co.): coordinated the translation of Bloom software interface into seven languages (Arabic, Bahasa Ind

IRS990/ProgSrvcAccomActy2Grp/Desc0International Community-Based Programs ($9,727): SIL LEAD has a vision to assist community-based organizations in their language development efforts through charitable donations received on their behalf. Fundraising for a pilot project in Peru began in 2015 and the first transfer of funds to our Peruvian partner took place later that year. To date, these funds have been used to provide 21 scholarships to indigenous teachers and aspiring teachers who are committed to teaching children in their own language. All funds raised for this pilot project have now been committed to individual scholarships and disbursements will continue during FY18. In 2017, SIL LEAD began to invest more heavily to further develop this type of work and hired a Community-Based Program Director to lead these efforts. In 2017 relationships were established with a non-profit organization in northern Ghana working in early childhood education. After agreements were formalized, disbursements began in FY18 to support this mother tongue based multilingual education effort impacting almost 1,600 pupils in 50 rural schools. Ongoing conversations with additional community based organizations that share SIL LEAD's mission and vision are underway to identify other potential partners. To support such community-based programs, SIL LEAD is strengthening its fundraising from individual donors and foundation grants. Domestic Grants ($16,300): SIL LEAD also grants money to domestic organizations with which it has an active partnership in the performance of its mission.

To this end, SIL LEAD has continued to work on developing Bloom training materials, Bloom trainer certification curricula, additional localization, and to provide training and support to projects using Bloom. In FY17, SIL LEAD also expended funds on pro bono work related to Bloom software and collaboration in the Global Book Alliance. With regard to Bloom, SIL LEAD provided training and facilitation without charge in the use of Bloom to USAID headquarters staff. Service was also provided to a local community college as part of a student service activity using Bloom software to develop books. The Executive Director also donated considerable time to the coordination of a Technical Working Group of the Global Book Alliance.
