Form 990 is prepared by an independent accountant and reviewed in detail by the organization's top management and board of directors prior to filing.

Form 990, Part VI, Section B, line 12C

All board directors, principal officers, and/or committee members are required to sign a conflict of interest disclosure form on a periodic basis. The board monitors these forms and any disclosures made; upon disclosure of a conflict the board allows the individual to provide all information related to the conflict of interest in question, and then dismisses the individual as they discuss the facts and make a determination of whether or not a conflict of interest exists. If it is found that a conflict does exist the interested party is excused from all discussions and voting related to it. In addition the board will do due diligence in appointing a individual, with no conflict of interest, to look into and present to the board any reasonable/comparable alternative. All of this is documented and kept on file in the board minutes.

Form 990, Part VI, Section B, line 15A

In determining the COO's compensation, the independent Board uses comparability data from multiple sources including extensive knowledge on the board of similar organizations' practices. They also use two industry recognized compensation surveys. The independent board approves the COO's compensation and all staff compensation as part of the budgeting process. The process used and decisions reached are documented in the board minutes. The organization does not have any other compensated officers and therefore line 15b is answered no in accordance with the instructions.

As of December 31, 2016, ILAD had no uncertain tax positions that qualify for recognition or disclosure in the financial statements. ILAD files information tax returns in the U.S. and various states. The Organization is generally no longer subject to U.S. federal and state income tax examinations by tax authorities for years before 2013.

IRS990/Desc0ILAD is conducting program activities in six countries. Currently, the most extensive operations are in Togo, West Africa, where ILAD staff are involved in literacy, agricultural training, social business, micro-finance, medical initiatives, and education. Literacy: in 2016 ILAD continued to conduct literacy classes in one of the local languages. Since 2011, over 150 individuals have graduated from these classes. Agricultural training: over 600 local farmers using ILAD's self-sustaining demonstration farm and small farm cooperatives are being trained. Social business: ILAD is supporting the creation of local processing businesses to provide a fair price market for agricultural products. These businesses provided over 50 full-time jobs. Micro-finance: ILAD is providing financial services such as savings and micro loans through a rural agricultural development program. 275 people are in the savings plan and 240 loans have been given, resulting in a substantial increase in the farmer's income. Medical initiatives: working in partnership with medical teams, ILAD provides mobile medical clinics several times a year in rural villages. In 2016, over 450 patients were provided with medical services. Education: ILAD assists families by providing school supplies. In 2016, over 1700 rural schoolchildren were helped.In the Middle East ILAD, has begun working with an overlooked, underserved minority language group. We are currently laying the groundwork to begin literacy efforts in both the country's main language and the minority language. And we are laying the foundation to begin economic development activities.In East Asia, ILAD staff are working with a community of recovering drug addicts in a large city, helping them overcome their addictions. In connection with that our team has taught 40 parenting classes and another 40 children's classes.In 2016, ILAD initiated a project in Dallas, Texas. Dallas is now home to a large refugee population, many of whom speak minority languages with no access to written or audio texts in their primary language. And very few know English. ILAD is currently developing a program for one language group in Dallas.

The board monitors these forms and any disclosures made; upon disclosure of a conflict the board allows the individual to provide all information related to the conflict of interest in question, and then dismisses the individual as they discuss the facts and make a determination of whether or not a conflict of interest exists. If it is found that a conflict does exist the interested party is excused from all discussions and voting related to it. In addition the board will do due diligence in appointing a individual, with no conflict of interest, to look into and present to the board any reasonable/comparable alternative. All of this is documented and kept on file in the board minutes.

They also use two industry recognized compensation surveys. The independent board approves the COO's compensation and all staff compensation as part of the budgeting process. The process used and decisions reached are documented in the board minutes. The organization does not have any other compensated officers and therefore line 15b is answered no in accordance with the instructions.
