Mission

Skills for chicagoland's future (scf) is a public-private partnership committed to returning unemployed cook county job seekers to the workforce while meeting the hiring needs of employers. Scf's innovative approach is modeled through directly placing job-ready unemployed candidates into open positions and accessing and coordinating government funding for train-to-hire programs.

The mission of skills for chicagoland's future (skills) is to create demand-driven solutions for employers to get the unemployed and underemployed back to work. Skills is a public-private partnership, operating as a nonprofit, that meets the hiring needs of employers by offering innovative solutions to place qualified unemployed and underemployed job seekers into available positions. Skills' consultative approach starts with cultivating a deep relationship with employers to understand their talent needs. Based on information gathered, solutions include accessing and coordinating government funding for train-to-hire programs, as well as direct placement opportunities for job-ready candidates.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Information is compiled by the vp of finance & administration and is used by the organization's cpa firm to prepare form 990, a draft of which is then sent to the vp of finance & administration for review. The vp delivers the preliminary draft to the president & ceo for further comment and review. Once an internal review is completed, an updated draft is provided to the finance & audit committee, as well as the board of directors for comment and review before finalization.

Form 990, Part VI, Section B, Line 12C

On an annual basis, the director of participant relations and hr provides all employees with an ethics policy statement that captures conflicts of interest. All employees are required to review and sign off, at which point forms are maintained in personnel files for record.

All staff, including officers are subject to annual performance reviews conducted by their respective supervisor and human resources. Merit and performance adjustments, where applicable, are based on due diligence performed. Form 990, Part III, Line 2

The organization began two new programs during 2017, pivot to sucess and jobs 101. Pivot to success: pivot to success serves high school graduates who aren't currently employed or pursuing higher education, commonly referred to as "opportunity youth". This program utilizes a career pathways model, whereby participants work part-time jobs while taking classes with a certified education provider. Through a partnership with city colleges of chicago, participants will simultaneously advance their educational attainment and earn an associate's degree or advanced certification while gaining valuable work experience. Pivot to success also provides candidates additional guidance and support via mentoring services. Jobs 101: jobs 101 is designed to serve high school students in need of part-time & summer jobs during school and/or full-time jobs post-graduation. In partnership with chicago public schools, skills embeds its job placement expertise and staff within local high schools to provide a career-focused curriculum. The program also provides exposure to chicago businesses and potential careers through company site visits, job shadowing, and career speakers which complement school-led college counseling. A skills recruiter with competencies attracting and screening talent for employer partners' job openings maintains an on-site presence to develop relationships with students & staff, educate students on job readiness & career pathways, and place students in both part-time/summer jobs while they are in high school.

Skills is a tax-exempt organization as described in section 501(c)(3) of the internal revenue code (the code) and is exempt from federal income taxes on related income pursuant to section 501(a) of the code. In addition, the internal revenue service has determined that skills is not a private foundation within the meaning of section 509(a) of the code. Skills follows the requirement for accounting for uncertain tax positions and management has determined that skills was not required to record a liability related to uncertain tax positions as of december 31, 2017 and 2016.
