Mission and Program Overview

Mission

The boy scouts of america was founded in 1910 and exists today to serve others by helping instill values in young people and prepare them to make ethical choices during their lifetime and achieve their full potential. Community-based organizations receive national charters to use the scouting program as part of their own youth work in the ozark trails council. These 341 groups have goals compatible with those of the bsa and include religious, educational, civic, fraternal, business and labor groups, governments, corporations, professional associations and citizens' groups.

It is the mission of the ozark trails council, boy scouts of america to serve others by helping to instill values in young peopke, preparing them to make ethical choices over their lifetimes, and to achieve their full potential. Our mission statement is founded on the principles of the scout oath and law. The scout oath is a follows: on my honor i will do my best to do my duty to god and country and to obey the scout law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight. The scout law: a scout is trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean and reverent.

Governance Explanations

Form 990, Page 6, Part VI, Line 1A

The executive committee shall be composed of those persons who are the officers of the corporation, including the scout executive (who shall have no vote), and may include others appointed by the president. The executive committee of the executive board shall have and may exercise all the necessary powers of the executive board in the management of the corporation during the intervals between the meetings of the executive board, but in no event shall the executive committee act contrary to action theretofore taken by the executive board. Minutes shall be kept of all executive committee action and reported at the ensuing meeting of the executive board for its approval. Meetings of the executive committee may be called at any time by the president and shall be called by the president within 30 days upon the request of three or more members of the executive committee. It shall be the general practice of the executive committee to meet in those months in which the executive board does not meet (the full executive board meets six times each year). All meetings of the executive committee shall be held on at least 3 days' written notice by fax or electronic mail. A majority of the voting members of the executive committee shall constitute a quorum.

Active members may elect the members of the governing body. Members at large and executive board members have a right to vote for members of the board and offices of our council. The executive board follows the rules and regulations of the boy scouts of america and administers the program, serving 10,687 youth and volunteers over a 32-county service area.

FORM 990 - ORGANIZATION'S MISSION

These 358 groups have goals compatible with those of the bsa and include religious, educational, civic, fraternal, business and labor groups, governments, corporations, professional associations and citizens' groups.

The total number of volunteers is derived from successful volunteer applications. Volunteers served as scout leaders for 7,648 children and they helped run seven boy scout districts and the council. Volunteer leadership was provided to all aspects of program administration.

Most of the endowment fund income is unrestricted and used for general operating purposes. Restricted funds are used per the restrictions.

Schedule D, Page 3, Part X

The council is a not-for-profit organization that is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and comparable state law as a charitable organization whereby only unrelated business income, as defined by section 509(a)(1) of the code, is subject to federal income tax. The council currently has no unrelated business income. Accordingly, no provision for income taxes has been recorded. The council has adopted provisions of the fasb standard on accounting for uncertainty in income taxes (asc 740-10-25). The council does not believe there are any material uncertain tax positions and, accordingly, it will not recognize any liability for unrecognized tax benefits. For the year ended december 31, 2015, there were no interest or penalties recorded in its financial statements. The council's forms 990, return of organization exempt from income taxes for the years ending december 31, 2014, 2013 and 2012, are subject to examination by the irs, generally three years after they were filed.

Part v - endowment fund footnote: the council's endowment fund includes donor-restricted endowment funds. As required by accounting principles generally accepted in the united states of america, net assets associated with the endowment funds are classified and reported based on the existence or absence of donor- imposed restrictions. Unrestricted net assets, identified by the council's board of directors to be used for future investment and growth, are included in unrestricted net assets - board designated. Interpretation of relevant law - the council has interpreted the state prudent management of institutional funds act ("spmifa") as requiring the preservation of the fair value of the original gift as of the gift date of the donor-restricted endowment funds absent explicit donor stipulations to the contrary. As a result, the council classifies as permanently restricted net assets (a) the original value of gifts donated to the permanent endowment, (b) the original value of subsequent gifts to the permanent endowment, and (c) accumulations to the permanent endowment made in accordance with the direction of the applicable donor gift instrument at the time the accumulation is added to the fund. The remaining portion of the donor-restricted endowment fund that is not classified in permanently restricted net assets is classified as temporarily restricted net assets until those amounts are appropriated for expenditure by the council. The council considers the following factors in making a determination to appropriate or accumulate donor-restricted endowment funds: 1) the duration and preservation of the fund 2) the purposes of the council and the donor-restricted endowment fund 3) general economic conditions 4) the possible effect of inflation and deflation 5) the expected total return from income and the appreciation of investments 6) other resources of the council 7) the investment policies of the council return objectives and risk parameters - the council has adopted investment and spending policies for endowment assets that attempt to provide a predictable stream of funding to programs supported by its endowment while seeking to maintain the purchasing power of the endowment assets. Endowment assets include those assets of donor-restricted funds that the council must hold in perpetuity or for a donor-specified period as well as board-designated funds. Strategies employed for achieving objectives - to satisfy its long- term rate-of-return objectives, the council relies on a total return strategy in which investment returns are achieved through capital appreciation (realized and unrealized) and current yield (interest and dividends). The council targets a diverse asset allocation that places greater emphasis on equity-based investments, (60%) to achieve its long- term return objectives within prudent risk constraints.
