Mission and Program Overview

Mission

The mission of the mid america assistance coalition, maac, is to improve the lives of economically vulnerable populations through innovative client services, public policy advocacy, and by developing information systems that help other assistance organizations serve clients more efficiently and comprehensively.

To strengthen the social service community through information systems, training, and advocacy. The most significant activity is the provision, user support, and maintenance of a shared client database that meets hud standards for a homeless management information system (hmis).

Governance Explanations

Form 990, Part VI, Section A, Line 2

The executive director, john rich, is related to a board member, kevin sweeney, by marriage. Mr. Sweeney is married to mr. Rich's daughter. This relationship has been disclosed to the board.

Form 990, Part VI, Section B, Line 11

The 990 is reviewed and approved by the executive committee and the audit committee of the board prior to final submission. It is signed by the treasurer of the board. Copies of the 990 are provided to all board members prior to final submission to the irs.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy requires that the existence of any conflicts of interest (as described in the policy) be disclosed before any transaction is consumated. Further board members, and management employees are required to continually scrutinize their transactions and outside business interests and relationships for potential conflicts and to immediately make such disclosures. In addition, board members are required to complete a written form annually that assures compliance with the policy. The policy states that disclosure of conflicts should be made to the executive director who shall bring the matter to the attention of the board. Disclosure involving directors should be made to the board chair who shall bring these matters to the board. The board shall determine whether a conflict exists, and if so, whether the contemplated transaction may be authorized as just, fair, and reasonable for the welfare of the organization.

Form 990, Part VI, Section B, Line 15

The executive director is hired by the board of directors and performance is evaluated annually. The current executive director was hired in october, 2006, after a formal search by a third party search firm. No board members were affiliated with the search firm. The compensation was determined by comparison with similarly qualified persons functioning in comparable positions at similarly situated organizations. The executive director and all employees receive written performance evaluations annually. Compensation is determined using comparability data developed several years ago by a delegated board compensation committee. Pay scales are updated annually to reflect changes in the economy and the industry. Compensation is based on comparable data, work performance, and length of service with the organization.

Financial Statement Notes

PART X, LINE 2:

No provision is included in these statements for income taxes as the organization qualifies as a tax-exempt organization under section 501(c)(3) of the internal revenue code. The organization recognizes the financial statement benefit of a tax position only after determining that the relevant tax authority would more likely than not sustain the position following an audit. For tax positions meeting the more-likely-than-not threshold, the amount recognized in the financial statements is the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement with the relevant tax authority. The organization is subject to income tax regulations in the u.s. Federal jurisdiction and certain state jurisdictions. Tax regulations within each jurisdiction are subject to the interpretation of the related tax laws and regulations and require significant judgment to apply. With few exceptions, the organization is no longer subject to income tax examinations by the applicable tax authorities for the years before 2013. If any were to be incurred, the organization's policy is to record penalties and interest assessed by income tax authorities as operating expenses

THE ORGANIZATION RECOGNIZES THE FINANCIAL STATEMENT BENEFIT OF A TAX POSITION ONLY AFTER DETERMINING THAT THE RELEVANT TAX AUTHORITY WOULD MORE LIKELY THAN NOT SUSTAIN THE POSITION FOLLOWING AN AUDIT.
