Mission and Program Overview

Mission

To facilitate development of recreational facilities, resources and programs with emphasis on helping current providers expand their programs and facilities. We provide needs assessments and capabilities assessments to the communities in our area and operate as an information exchange among the constituencies and the providers.

Major Activities

Activity 2
Trail tram tours were again a service to the public and geared to those 55 and older Trail tram tours first began at local nursing homes with a volunteer driver booking the first tours. The tours were designed for those elderly or physically challenged patrons who cannot walk or ride a bicycle to still be able to enjoy the 12 mile trail surrounding our community. The trail tram tours provide those who would otherwise not be able, to get out into the fresh air, see beautiful scenery as autumn leaves turn along the trail, and to learn the history of the trail from the drivers and tour guides. The program has grown since its inception with one tram and one driver to now having 6 volunteer drivers and three trail trams, each carrying 7 passengers along on the 12 mile trial around Oskaloosa. Tour reservations are booked through MCRF and the tours are free (although donations are accepted). The trail tours first season in 2010 serviced 250 passengers and has grown such that over 1000 passengers received tours this past 2012 season. We expect this number to grow more in the 2013 season and word of mouth has given nursing home patients and aging or handicap passengers a venue to get out and experience their community. Some of these patrons have admitted to not being out in several years so this has indeed proven a great service to those passengers.

2nd Season Football/Soccer Stadium at the Lacey Complex:In the 2010-2011 fiscal year MCRF partnered with William Penn to help develop a new football/soccer stadium for youth through collegiate sports. The stadium opened for the first time in August of 2011. This 2012 season we completed the track, not in time for spring season, however practice has taken place on the track throughout the fall season. Users of the track have included William Penn Cross Country and track teams and community walkers, including an organized walk for the community healthy initiative. The ninth graders from Oskaloosa High School followed by the varsity team played their entire seasons home games on the still new turf at the stadium for both soccer (girls and boys) and football this season. William Penn college football played all home games and many soccer (girls and boys) games as well. The new stadium has allowed us to serve 212 events over the spring and fall seasons. This made the youth participants, with repeated visits, total over 12,000 players and over 19,000 spectators in attendance.

IRS990/Description0Lacey Recreation ComplexThe Lacey Recreation Complex is a developmental project that MCRF started several years ago with the development of a 5-plex Little League Complex. This has grown in both expansion and visitors to the complex. This past season of 2012, the complex serviced locally City and County Little League, USSSA (girls and boys), Youth Soccer, William Penn University Soccer, Youth Football, William Penn Softball, Babe Ruth & now High School Baseball & Softball. This seasons players brought over 40,000 spectators (local spectators are repeated counts throughout the season) to the events at the complex, excluding stadium numbers.

IRS990ScheduleA/FactsAndCircumstancesTest0Part II, Line 17a--Mahaska Community Recreation Foundation (MCRF) maintains a continuous program of monetary solicitation from the general public through annual solicitation letters to local businesses. During these development years it is difficult to be public supported. However part of our support comes from sources who provide in-kind contributions. MCRF makes its facilities available to several organizations at no cost. Those organizations operate programs at their cost which provide a substantial part of program service for the MCRF organization. Thus all the costs of those operating entities are contributions to MCRF's mission for which it is organized. We just don't pass the dollars through our organization. They provide at least 50% of the cost of providing services on the Lacey softball/baseball/soccer facility. Additionally board members, committee members and community volunteers bring much in the way of in-kind work to projects under development, events, service programs and general operations (such as cleaning trail, mowing, serving committees, labor on projects, etc.). MCRF had 2509 hours and 1.9 million in dollar value for labor and development of projects given to the complex in the fiscal 2011-2012 year. Events, programs and general operations add an additional 4500 hours each year. MCRF also solicits grants for developmental projects as available. Membership to the board consists a diverse group of community members as is our policy. Currently board members include Babe Ruth President, George Daily Foundation President, local school representative, local business owner, local business management team members, Oskaloosa Police officer, City Council member, William Penn college staff member, retired bank president, County Supervisor, Chamber Director, and local community workers and moms. The additional committees reviewing the Lacey Recreation Complex are equally diverse and often members have youth using the complex regularly. These volunteers bring many perspectives to the table and review all aspects of the complex. MCRF makes facilities available and open for all youth sports in the community. MCRF also provides a unique service for those who are unable to walk or bike the community trial through its operation of a trail tour program. The trail tours operate solely with volunteer drivers for electric trail trams and the program doubled the number of people serviced in its second season. MCRF also partners with surrounding towns in the community on a regular basis to collaborate projects and events throughout the community as part of MCRF's overall mission.
