The mission of the domestic violence intervention program is to provide comprehensive support and advocacy services to victims/survivors, focusing on immediate and long term safety, empowerment, dignity and hope in collaboration with the community.

Governance Explanations

Form 990, Part VI, Section A, Line 4

Two significant changes to the by-laws were approved during the fiscal year. The changes were as follows: 1. Dvip shall endeavor to have no more than three voting director's terms expire within two set six month windows: july through december, or january through june. In order to accomplish this director's terms may be extended or shorted up to six months. 2. Certain actions still require a physical meeting of the board of directors. The term 'physical' has been expanded to include participation by telephone, internet session or any other means that would allow an individual to hear and be heard. Except where a meeting is expressly required in the governing documents, board actions are now permitted to take place without a physical meeting. In order to satisfy the new provision that allows board actions without meetings, all voting directors must sign and return to a designated individual a consent which outlines any action to be taken. Consents can be withdrawn by submission of a written revocation. All signed consents or revocations will be filed with the minutes of the proceeding board meeting. The consents or revocations can be sign and returned via mail, fax, email or in-person.

Form 990, Part VI, Section B, Line 11

The form 990 is prepared by an independent accounting firm, then a draft is provided to the executive director for a detailed review. The final form 990 draft is provided to the full board of directors prior to filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy is reviewed annually with dvip staff and volunteers, and members of the board of directors are required to update their conflict of interest policy forms at least once per year. Dvip requires all staff, volunteers and members of the board of directors to notify individuals in positions of leadership at dvip of any potential conflict. The members of the board of directors that are not involved in the potential conflict will determine whether there is an actual conflict. If an actual conflict does arise the individual in conflict will abstain from discussion or attempts of influence and may not vote on the item in conflict.

Form 990, Part VI, Section B, Line 15

The board of directors performs an annual review of the executive director, including but not limited to the compensation package. The board of directors relies on surveys of comparable organizations within the field and available data regarding cost of living changes. The deliberation and final decision are contemporaneously documented as part of the board minutes. This same process is completed for all paid staff.

Form 990, Part VI, Section C, Line 19

The governing documents and conflict of interest policy are made available to the public upon request. The financial statements are made available to funders and governance, all other requests from the general public will be evaluated on a case by case basis.

FORM 990, PART IV, LINE 11F, 12A AND PART XII, LINE 2B, 3A, 3B:

At the time this return was being filed the audited financial statement and single audit for the same period were still in-process. The audit and single audit are required in order to receive certain funding and as such dvip has every expectation that the required reports will be completed. The independent accounting firm that was conducting the audit and single audit also assisted with the preparation of the form 990. The audit was anticipated to be issued and final shortly after this form 990 was required to be filed, as such the above referenced line items have been answered in the affirmative.

THE HOTLINE SERVES CEDAR, DES MOINES, HENRY, IOWA, JOHNSON, LEE, VAN BUREN, AND WASHINGTON COUNTIES IN IOWA. IN ADDITION TO 24-HOUR PHONE SUPPORT, DVIP STAFF AND VOLUNTEERS ARE AVAILABLE TO ACCOMPANY VICTIMS AS THEY ACCESS COMMUNITY SERVICES SUCH AS THE COURT SYSTEM, LAW ENFORCEMENT AGENCIES AND OTHER SOCIAL SERVICES.WHEN IMMEDIATE SAFETY IS A CONCERN, DVIP PROVIDES SHELTER FOR WOMEN AND THEIR CHILDREN. OUR 15 BEDROOM SHELTER TYPICALLY HOUSES 35 WOMEN AND CHILDREN NIGHTLY. THE AVERAGE LENGTH OF STAY AT THE SHELTER IS 32 DAYS, AND WILL BE LONGER OR SHORTER BASED ON INDIVIDUAL NEED. DURING THE YEAR ENDED JUNE 30, 2015, DVIP PROVIDED EMERGENCY SHELTER AND CRISIS SERVICES TO 1,404 ADULTS AND CHILDREN.SUPPORT AND ADVOCACY SERVICES: DVIP OFFERS ONGOING SUPPORT SERVICES THROUGH COUNSELING AND SUPPORT GROUPS. THIS IS AN OPPORTUNITY FOR VICTIMS OF DOMESTIC VIOLENCE TO REFLECT ON THE IMPACT OF DOMESTIC VIOLENCE IN THEIR LIVES AND EXPLORE OPTIONS FOR RESOLUTION BASED ON THEIR INDIVIDUAL NEEDS. DVIP STAFF AND VOLUNTEERS WORK TO RESPOND TO CHILDREN'S IMMEDIATE CRISIS NEEDS, SUCH AS FOOD, CLOTHING, MEDICAL AND SCHOOL ISSUES. ALSO CRITICAL ARE CHILDREN'S EMOTIONAL AND DEVELOPMENTAL NEEDS, WHICH ARE GREATLY IMPACTED BY WITNESSING DOMESTIC VIOLENCE. ADDITIONAL PROGRAMMING INCLUDES SUPPORT GROUPS, TUTORING AND PLAY ACTIVITIES. DURING THE YEAR ENDED JUNE 30, 2015, DVIP WORKED WITH 157 YOUTH, PROVIDING SHELTER AND SUPPORT SERVICES.COMMUNITY EDUCATION SERVICES: EDUCATION ABOUT THE NATURE AND INCIDENCE OF DOMESTIC VIOLENCE IS CRITICAL IF OUR COMMUNITIES ARE GOING TO END BATTERING IN INTIMATE RELATIONSHIPS. BECAUSE DOMESTIC VIOLENCE AFFECTS EVERY ASPECT OF OUR LIVES, INCLUDING BUSINESS, SCHOOL, RELIGIOUS PRACTICES, HEALTH AND SOCIAL SERVICES, WE INVITE OUR VARIED NEIGHBORHOODS TO ACTIVELY PARTICIPATE IN ENHANCING OUR COMMUNITIES RESPONSE TO THIS CRIME.
