Mission and Program Overview

Mission

Community emergency service (ces) is one of the largest food distribution nonprofits serving one of the poorest communities in the twin cities. Our mission is to turn hunger into hope through three principal programs: (i) food market, (ii) meals on wheels, and (iii) ani-meals, which supports pet food access and veterinary health for companion animals. Together, these programs serve thousands of neighbors each week. During the year, ces distributed 250,000 pounds of food through our food shelf, provided 82,000 meals through meals on wheels, and supported 900 neighbors through the ani-meals program.

Provide direct service to assist people in meeting basic physical, emotional and spiritual needs.

The executive director recommends salary levels for all employees to the executive committee. Salary recommendations are determined by employee performance and an informal analysis of wages offered by similar organizations as determined by the executive director. Guided by our 2018-2021 strategic plan, ces was engaged in a campaign to raise funds, by which we leveraged significant investments in building a formal volunteer engagement program (e.g. Hiring a volunteer engagement director, investing in a volunteer management software, etc.) with more than 9,000 volunteers serving ces each year, building a more robust and formal volunteer program is vital to the sustainability of the organization. Ces hired its first-ever volunteer engagement director in january 2020. Ces expects this investment to pay dividends for many years to come in terms of volunteer and client satisfaction as well as organizational sustainability. Ces' new volunteer engagement director is also increasing opportunities for volunteers to provide feedback so as to create a more streamlined and rewarding experience for volunteers. As part of our mission - building community - we continue to work with the emergency food assistance program (tefap), which provides government commodities and the nutrition assistance program for seniors (naps), providing food boxes in partnership with second harvest heartland food bank for those over 60. While families and individuals wait for the bonus friday distribution fellowship takes place along with some neighbors gifting others with instrumental music or song. Friday summer youth program expanded to occupy children with crafts and play time while their parent shopped. Hennepin county came occasionally to talk with clients about assistance programs they offer. Community action partnership - hennepin county (cap-hs) began offering information regarding energy assistance, mn sure health insurance and snap - supplemental nutrition assistance program.

The organization is exempt from federal income tax under section 501(c)(3) of the internal revenue code. As a result, the organization does not pay federal income tax. Therefore no provision or liability for federal income taxes has been included in the financial statements. Management has determined that the organization does not have any uncertain tax positions and associated unrecognized benefits that materially impact the financial statements or related disclosures. The organization's federal informational returns are subject to examination by the irs, generally for three years after they were filed.

GROCERY ORDERS ARE TAKEN OVER THE PHONE; VOLUNTEERS PRE-PACK THE GROCERIES FOR EACH CLIENT AND DELIVER THEM TO RECIPIENTS ON A SPECIFIED DAY, PROVIDING FREE NUTRITIOUS FOOD ALONG WITH A FRIENDLY VISIT BY VOLUNTEERS. ALTOGETHER, IT TAKES OVER 1,160 VOLUNTEERS TO TAKE AND FILL THE ORDERS, PACK, DELIVER AND SERVE THE FOOD. THIS EQUALS ALMOST 2,750 VOLUNTEER HOURS OF SERVICE. THE RECIPIENTS RECEIVE 30-35 POUNDS OF FOOD AND HYGIENE ONCE A MONTH, INCLUDING MEAT, EGGS AND DAIRY PRODUCTS, AS WELL AS ADDITIONAL FRESH PRODUCE. CURRENTLY, HOME DELIVERY PROVIDES DELIVERIES OF GROCERIES TO AROUND 320 HOMEBOUND SENIORS AND ADULTS WITH DISABILITIES EACH MONTH, WITH AN ONGOING WAITING LIST AS OF THE END OF THE FISCAL YEAR OF OVER 75. DURING FISCAL YEAR 2020, ALMOST 3,940 INDIVIDUALS WERE SERVED, DISTRIBUTING 145,850 POUNDS OF FOOD EQUALING OVER 122,500 OF MEAL EQUIVALENTS.

THE PURPOSE IS TO ASSIST PEOPLE TO LIVE IN THEIR HOMES RATHER THAN INSTITUTIONS, PROVIDING THEM A QUALITY OF LIFE WHILE AT THE SAME TIME A SAVINGS TO GOVERNMENT SOCIAL PROGRAMS. CES CHOICE MEALS, OUR FROZEN MEAL PLAN, OFFERS MORE SCHEDULING FLEXIBILITY TO OUR MORE ACTIVE RECIPIENTS. APPROXIMATELY 90 PERCENT OF CES MOW'S CLIENTS ARE AT OR BELOW THE FEDERAL POVERTY LEVEL, AND 74 PERCENT OF CLIENTS ARE SENIORS. WITHOUT CES MOW, MANY OF OUR CLIENTS WOULD EXPERIENCE HUNGER. ANI-MEALS IS A FREE FOOD DISTRIBUTION FOR AN AVERAGE OF 185 COMPANION ANIMALS OF NEARLY 110 SENIOR AND DISABLED CLIENTS WITH THE HELP OF OVER 200 VOLUNTEERS EQUALING OVER 850 HOURS OF VOLUNTEER TIME. WITHOUT THIS PROGRAM, MANY CLIENTS FOREGO SIGNIFICANT PORTIONS OF THEIR FOOD TO FEED THEIR COMPANION PETS. DURING FISCAL YEAR 2020, THERE WERE ALMOST 72,000 MEALS SERVED TO OVER 520 SPECIFIC INDIVIDUALS BY OVER 4,500 VOLUNTEERS, MANY WHO COME FROM THE BUSINESS SECTOR OF DOWNTOWN MINNEAPOLIS AS WELL AS FROM MANY CONGREGATIONS. THESE VOLUNTEERS, SOME ONCE A MONTH AND OTHERS ONCE A WEEK VOLUNTEERED OVER 5,400 HOURS. THE SERVICE AREA INCLUDES SOUTH MINNEAPOLIS, NORTH MINNEAPOLIS AND THE LORING/NICOLET NEIGHBORHOODS. CES, ALONG WITH AREA ORGANIZATIONS, OPERATE A CENTRAL COMMISSARY TO PREPARE AND PACKAGE CATERED MEALS FOR A COALITION OF MOW PROGRAMS THAT HAS SAVED COUNTLESS FUNDS.

ONLY AS FUNDS ARE AVAILABLE, CES PROVIDES GAS OR BUS TOKENS FOR A CLIENT TO GET TO WORK, GIFTS FOR SENIORS, BIBLES, YEARLY BACKPACKS AND SCHOOL SUPPLIES, OCCASIONAL GIFT CARDS, UTILITY ASSISTANCE SPECIFICALLY FOR WATER AND OCCASIONALLY FOR ELECTRICITY TO KEEP PEOPLE IN THEIR HOMES AND MONETARY HOUSING ASSISTANCE TO PREVENT HOMELESSNESS. IF CES IS UNABLE TO PROVIDE A SERVICE, WE HAVE AN EXTENSIVE LIST OF OTHER RESOURCES/ORGANIZATIONS THAT MIGHT BE ABLE TO HELP THAT PERSON'S SPECIFIC NEED. IN FISCAL YEAR 2020, ALMOST 1,375 INDIVIDUALS AND FAMILIES RECEIVED ALMOST $13,350 IN AID, ALMOST 800 RECEIVED NON-CASH ASSISTANCE AND OVER 1,600 REFERRALS WERE MADE TO OTHER ORGANIZATIONS.AS CES APPROACHED MID-MARCH, THE "STAY AT HOME" EDICT TOOK PLACE DUE TO COVID-19. BECAUSE PEOPLE NEED TO BE FED, CES WAS CONSIDERED "ESSENTIAL AND STAYED OPEN ALBEIT DISTRIBUTION BEGAN TO CHANGE TO ACCOMMODATE SOCIAL DISTANCING AND DISINFECTING. THE FOOD SHELF WAS MOVED TO THE PARKING LOT AND PRE-PACKED BAGS WERE GIVEN OUT. HOME DELIVERY AND MEALS ON WHEELS FORMED A DROP OFF MODEL OF GROCERY AND MEAL DELIVERY.
