The Center for Energy and Environment (CEE) is a nonprofit organization that promotes energy efficiency to strengthen the economy while improving the environment. Data-driven and community-engaged, CEE's staff are passionate to discover and deploy the most effective solutions for a healthy, low-carbon economy through independent technical research, program development and implementation, building engineering services, flexible financing, engagement and educational resources, and the strengthening of supportive public policies. Across the board, CEE's team works to provide practical energy solutions for homes, businesses, and communities.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The Form 900 and Schedules are prepared by the CFO and Chief Operating Officer and reviewed by counsel. The final draft of the Form 990 and all Schedules are presented to the Board for review and approval prior to finalizing and filing.

Form 990, Part VI, Section B, Line 12C

Monitoring and enforcement of the conflict of interest policy is accomplished through an annual policy review by the Board and officers. Those subject to the policy are required to affirm that they understand and are in compliance with the conflict of interest policy.

Form 990, Part VI, Section B, Line 15

A compensation review is performed by an independent organization every three years. The most recent review was performed in May 2014, with the next one scheduled for 2017. The following positions were included in the review: President, Chief Financial Officer, Director of Research, Director of Policy and Communications, Director of Engineering and Business Development and Director of Engineering Services. The scope of the engagement was to review all forms of economic benefit provided. The review was performed using compensation survey matches and other comparable data based on job content and industry standards. The Board and management rely on the surveys to ensure that annual compensation and benefits determinations are reasonable. Additionally, a compensation analysis was performed during the 2015 reporting period due to the transition of CEE's presidential role.

Form 990, Part VI, Section C, Line 19

The organization's governing documents, conflict of interest policy and financial statements are not generally available to the public. The organization complies with the rules for public inspection of the annual returns, any amendments and the application for tax exempt status as required by law.

Form 990, Part VII, Section A, Line 1A

Sheldon Strom and Christopher Duffrin both served as CEE's President during the reporting period ending 3/31/16. Since Christopher Duffrin started at CEE on 3/1/16, his compensation is shown as zero as this schedule requires for compensation to be calculated on a calendar year 2015 basis.

These funds are designated for program related investments in the form of low interest loans and grants for energy related improvements in the residential, commercial and nonprofit sectors.

IRS990/Desc0Energy Conservation Services: Combining the latest research with a "one-stop" approach, CEE's programs help energy utilities and state and local governments to design and implement innovative, cost-effective energy efficiency programs for residential customers. CEE's commercial programs are designed to address the energy needs of Minnesota businesses and multifamily building owners. The One-Stop Efficiency Shop is a full-service energy efficiency program sponsored by Xcel Energy to alleviate small businesses' biggest barriers when shifting to better lighting. In the filing year savings of 12,870 kW and 63,163,797 kWh were recognized through installations of energy efficient lighting in small businesses and nonprofits throughout Minnesota. The utility sponsored energy savings projects are part of the Conservation Improvement Programs mandated by Minnesota law. CEE's residential programs include the Home Energy Squad for CenterPoint Energy and Xcel Energy and several programs for Minnesota Energy Resources. In 2015 the Home Energy Squad (HES) program completed 2,900 home visits. "Install-only" visits include general home maintenance information and the direct installation of energy-saving materials, while "enhanced" visits add diagnostic testing, water heater and heating system safety checks, and specific energy upgrade recommendations tailored to each home. Aligned with the residential energy program, CEE customized its Energy Fit Homes certification program for existing homes with a focus on energy efficiency upgrades. The program provides participating homeowners with an Energy Fitness Score that evaluates each home's performance and efficiency in five areas. Last year Energy Fit Homes helped over 3,700 Minnesota families to evaluate their homes' energy efficiency while prompting improvements for better comfort and overall home performance. In several Greater Minnesota cities served by Minnesota Energy Resources Corporation (MERC), CEE provided workshops as an entry point for homeowners to participate in local home energy audit programs. Also for MERC, CEE implements a multifamily efficiency program that has served several dozen area buildings and an Authorized Insulation Contractor program to help maintain high-quality standards for regional insulation contractors while ensuring program compliance through inspections. CEE's engineers work with cities, school districts, businesses and local governments to provide technical assistance for commercial and industrial buildings with a commitment to practical solutions for complex issues. Engineers focus on everything from building automation systems to ventilation and lighting. Because efficiency is every company's lowest-cost option for energy savings, we empower owners of both new and existing buildings to better understand their energy use and improve operations and systems in practical ways. As with all its engineering projects, CEE's goal is to offer solutions for a comfortable and productive work environment by improving ventilation and indoor air quality, solving problems with building operations, and training staff for ongoing efficiency savings. Generally this is done through low cost measures that optimize existing systems.
