The 1200 Fund's purpose is to provide low or no interest loans & other financial assistance (grants) to local Duluth area businesses to confront economic deterioration & loss of jobs. Financing, provided by a governmental funded revolving loan fund, is intended to provide assistance to businesses that aren't able to obtain affordable, adequate, or appropriate financing from other conventional sources. The primary requirement for assistance is the recipient provides for new job creation and/or retention of existing jobs.
The purpose of the 1200 Fund is to provide low, or no interest loans and other financial assistance (grants) to eligible individuals and businesses located in or near the City of Duluth, MN, in order to create and/or retain jobs and confront economic deterioration within the Duluth area.

All 3 loans contain a provision for loan requirements based on the number of new jobs created and maintained for a specific period of time, or the number of daycare slots created and maintained. Quarterly job or daycare slot reporting is required in order to substantiate the amount of loan forgiveness that will be granted to the borrower. In 2022, there was one business entity that qualified for loan forgiveness because of achieving the job creation and maintenance provision of their loan. The Duluth Downtown business and retail area continues to suffer from the many business closings from the effects of the COVID pandemic, with many empty and unoccupied office and retail spaces still remaining in 2022. In 2022, the Duluth 1200 Fund gave small "Pop -Up Shop" grants, to local individuals/entrepreneurs to sell their goods and services, and to facilitate their use of empty storefront shops and offices in downtown Duluth, in cooperation with downtown building owners, to use the spaces temporarily for free during the summer tourist season. The grant's fund uses allowed were for inventory, storefront improvements, utilities, website development and point of sale systems, etc. The grantees were required to submit a written report as to how they utilized the grant proceeds and any business growth or employment increases that were realized by virtue of receiving the grant proceeds. To address the shortage of day care available in the Duluth area, which effects the business community's ability to hire employees who have small children, the Duluth 1200 Fund created child-care stipend grants, awarded to individuals who completed a day care training course, to attract individuals, and helped pay for the training for those individuals interested in learning and getting trained to work in childcare. |
