“The Community Action Agencies are the Organization's members. They pay dues to the Organization and in return receive a wide range of services. The Board of Directors consists of the 26 members, community action agency representatives. All members have a vote on Board of Directors/governance issues. In each odd number year, the members of the board elects the officers.”

Employment terms and conditions for the Executive Director recommended by the Executive Committee are then subject to the full Board of Directors approval.”
