Mission

Semcac assists people to achieve or maintain independence and self-reliance through resources.

To assist & encourage urban & rural communities & the general population of dodge, fillmore, freeborn, houston, mower, steele & winona counties of minnesota to mobilize their resources to combat various forms of poverty, disease, malnutrition, unemployment and energy shortages, and fulfill other common needs by developing employment opportunities, increasing the availability of decent, safe, affordable housing, improving human performance, motivation, and productivity, and bettering the conditions under which people live, learn, and work.

The organization's governing body reviews a draft of the 990 and approves it before filing with the internal revenue service.

A conflict of interst form is completed by the board of directors each year. Forms are sent to the administrative assistant, reviewed and signed. Disclosure is made to the fiscal department. The officer, director or key employee would not be involved in the decision making process if they had a conflict.

A standard review form is completed and performance of all staff is evaluated. Rate increases are given as a result of the evaluation with guidance from the cost of living increases set by the board. A comparison is conducted to other non profit organizations and the general area market. Periodically an outside compensation study is performed to assure wages paid are comparable and reasonable.

Financial Statement Notes

PART IV, LINE 2B:

Semcac acts as the fiscal agent for the bluff country minnesota multi-county housing and redevelopment authority, inc. Cash held for fiscal agent are funds held by semcac for the other nonprofit organization.

PART X, LINE 2:

Semcac is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. Semcac has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Federal returns for the fiscal years ended in 2011 and thereafter remain subject to examination by the internal revenue service.
