This council is a non-profit, union membership organization. Almost 31,000 individual union workers are represented on this council by delegates from 50 unions and 11 regional councils. The 11 regional councils and 50 local unions send their delegates to the council's annual convention. The delegates vote on council matters at the convention.

The delegates, as selected by their local unions and regional conucils, vote on council matters at the annual convention. They ratify decisions made by the executive board. Between conventions, the executive board is the governing body of the council. It is authorized and empowered to take action and render decisions on any and all matters necessary to carry out the functions and purposes of the council and to adequately carry out and enforce the decisions and instructions of the convention, and to enforce the provisions contained in its constitution.
