This council is a non-profit, union membership organization. Approximately 9,300 individual union workers are represented on this council by delegates from 22 member unions. The number of delegates varies depending on the number of members in the unions. A union with fewer than 200 members has 2 delegates, from 200-400 members, 4 delegates, from 400-600 members, 5 delegates, and so on. Each delegate has full voting rights. There are approximately 80 delegates.
