Mission and Program Overview

Mission

ADvancing States is a national association representing the 56 state and territorial agencies on aging and disability services. The organization is dedicated to supporting state agencies in developing, implementing, and improving programs that serve older adults, people with disabilities, and their caregivers. ADvancing States is funded through membership dues, grants and subcontracts with the federal government through the U.S. Department of Health and Human Services, revenue from national meetings, and enhanced technical assistance projects funded by state agencies and foundations. Our work helps states advance community integration, health and wellness, consumer access, the paid and unpaid workforce, organizational effectiveness, participant health and welfare, quality outcomes, and service access. The organization's operations are structured into four primary categories: Long-Term Services

Governance Explanations

Form 990, Part VI, Section A, Line 1

The executive committee shall be officers of the association and the past presidents of the association while they serve on the board. This committee shall have the authority to act on matters between meetings of the board.

Form 990, Part VI, Section A, Line 6

Eligibility - members of the association shall be the state agency on aging and/or disabilities and ltss medicaid directors, as identified by the state. The term "state" includes the district of columbia, the virgin islands, guam, american samoa, the trust territory of the pacific islands, and the northern mariana islands. Representatives shall be the director of the state agency on aging and/or disabilities and ltss medicaid directors or an individual designated by the director of the state agency on aging and/or disabilities or medicaid agency.

Form 990, Part VI, Section A, Line 7A

Voting - each active state is entitled to one vote on each matter for consideration. The person designated by the state will cast the vote, in the absence of an effective proxy providing otherwise. If the membership is in the name of two or more persons, one vote binds all.

Form 990, Part VI, Section B, Line 11B

The form 990 is reviewed by the chief operating officer and then by the executive director prior to filing. The draft irs form 990 is provided to nasuad's board of directors prior to filing.

Form 990, Part VI, Section B, Line 12C

The association relies on annual self-reporting of any potential conflicts of interest involving staff or board members to the executive director. If a staff or board member identifies a potential conflict of interest, the executive director will work with that individual to ensure that any risk be mitigated or avoided. This may include establishing protocols for non-disclosure of information, and working with representatives of where the potential conflict might exist to address situations in advance. There are currently no known conflicts of interest with the board or staff of the association.

Form 990, Part VI, Section B, Line 15

An annual performance evaluation of each employee shall be conducted at the end of the calendar year. 1. The employee and the supervisor will review all evaluations jointly. Upon completion, the evaluation will become part of the employee's personnel file. All performance evaluations will be forwarded to the accounting dept. For inclusion in an employee's personnel file. 2. Evaluations of staff will be conducted utilizing standardized nasuad evaluation forms. The evaluation will include a discussion of goals and objectives of the employee for the next year. 3. Employees have the right to file, in writing, an acceptance or rejection of the annual evaluation and the document will be placed in the employee's personnel file. The employee must sign and respond to the evaluation within ten (10) days. 4. If the report is substandard, another appraisal should be given within ninety (90) days and again in ninety (90) days until the deficiency is resolved. 5. The executive committee, using an evaluation format developed by the executive committee based on the job description and performance in furthering association objectives, will conduct an evaluation of the executive director of nasuad.
