Organization Delegates Control Over Management Duties

The organization contracts with the capital group, llc to manage the day to day operations of the organization and provide the necessary admin. Support to carry out the business of the organization.

Detail of 2013 Contributions

The propane education and research council (perc) collects a surcharge on propane use which is to be used to fund education and research in the state where the amounts are collected. The amounts reported in schedule b, part i reflect the consumer's share of the propane surcharge collected by perc in the state of wisconsin. These amounts were passed down to the organization from perc.

Power to Elect or Appoint Members of the Governing Body

In accordance with the bylaws of the organization, the executive committee of wisconsin propane gas association elects the board of directors of the organization.

Compensation From Organization

The compensation reported in part vii, line 1d has been received from the capitol group, llc, an unrelated organization, for services rendered to the organization in the individual's capacity as an officer of the organization.

Other Changes in Net Assets

The organization received a grant in 2012 totaling $70,000 which was subsequently refunded to the awarding agency in 2012. This grant was originally recorded as income and included in net assets in the 2012 form 990. This grant should not have been included in net assets in the 2012 form 990.

Classes ranged from CETP Basic 1.0 and Propane Office Basic both introductory classes to advanced classes on Vapor Installation. Also offered were refresher courses designed to satisfy mandatory code requirements for refresher classes in handling propane and hazardous materials. Refresher training in these two subjects must be taken at least every three years by those handling propane. Included in this grant are direct program expenses for instructors, books, exams, meeting venues and indirect expenses such as staff time, accounting fees, management fees and travel expenses.

This program partnered with the Wisconsin Badgers and with the Wisconsin Broadcasters Association to reach as many people as possible. The radio spots focused on safe grilling and winter safety for homes with propane appliances.

Those receiving the incentive agree to provide mileage and repair data to the WiPERC for one year. All vehicles receiving this incentive must be using either EPA or CARB (California Air Resources Board) approved equipment.
