Mission

An equitable and inclusive wisconsin built on cooperative social action. In order to realize our vision, fci is an investor, connector, and advisor for organizations and initiatives that reduce social, racial, and economic disparities in wisconsin communities.

Since 1994, fci has supported wisconsin-based projects and programs by providing loan capital, financial expertise, and organizational capacity building for affordable housing, community services, and economic development initiatives. We have lent more than $100 million to 200+ mission-driven organizations, making a difference in the lives of more than 650,000 people. Our loans have seeded and leveraged additional private and government funding at a rate of 6:1 for community projects across wisconsin, generating 2,367 units of affordable housing and creating or retaining close to 4,700 jobs.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The officers of the governing body--chair, secretary, and treasurer--are responsible for reviewing and approving the form 990. These individuals recommend changes to the prepared draft form 990. Once the recommended changes are made, these individuals review the revised return and, upon their written approval, the return is filed with the irs and a copy of the return is shared with the entire governing body and the members of the finance committee.

Form 990, Part VI, Section B, Line 12C

Annually all officers and directors complete and sign a conflict of interest statement. The signed statements are kept at the organization's office. Any conflicts identified are reviewed by the governing body and any person with a conflict is prohibited from participating in the governing body's discussions and decisions on the particular transaction.

Form 990, Part VI, Section B, Line 15A

The directors designate the executive committee, which is made up of independent persons, as being responsible for the performance review of the president. As part of the review process, the committee solicits the input of the entire governing body and some key external stakeholders. The executive committee also examines the compensation paid to executives at similarly situated organizations. The compensation review of the president occurs as part of the annual budgeting process. Salary and benefit adjustments are included in the annual budget and discussed and approved by the finance committee and the entire governing body. This process was last undertaken in 2016.

The governing documents, conflict of interest policy, and financial statements are available to the public upon request. Forward community investments receives requests for this information from current and potential funders and investors and makes all relevant governance and financial information available to them.

ANNE CENTER FOR INTERGENERATIONAL CARE, AND NEXT DOOR--ALONG WITH SEVERAL SMALLER LOAN POOL PROJECTS. ALL OF THESE PROJECTS ARE LOCATED IN ONE OF THE CITY'S MOST DISTRESSED CORRIDORS: POVERTY RATES ARE AS HIGH AS 47%; THE EMPLOYMENT RATE FOR WORKING-AGE (20-64) MALES IS AS LOW AS 40% (CONVERSELY, THE UNEMPLOYMENT RATE IS AS HIGH AS 60%) AND NEARLY ONE IN FIVE HOUSEHOLDS HAVE INCOMES UNDER $10,000.
